Proposal to add many new tasks to maritime port authorities

The new draft proposes to add many activities and responsibilities to maritime port authorities. According to the draft, maritime port authorities are administrative organizations equivalent to a branch under the Vietnam Maritime Administration, performing the task of state management of maritime at seaports and assigned management areas.

It is proposed that maritime port authorities be responsible for inspecting compliance with the law on maritime service prices in seaport areas according to the provisions of law (Illustration photo).

Regarding tasks and powers, the draft proposes that maritime port authorities will participate in developing strategies, planning, long-term, medium-term and annual development plans, along with projects, proposals and works within the scope of state management of the maritime sector.

Develop or propose the Vietnam Maritime Administration to request competent authorities to develop national standards, promulgate national technical regulations and economic-technical norms for maritime; Develop and promulgate seaport regulations after being approved by the Vietnam Maritime Administration, as well as promulgate and organize guidance and inspection of implementation.

In the management of maritime activities at seaports and assigned management areas, the port authority is responsible for inspecting compliance with the law on maritime service prices at seaport areas according to the provisions of law.

In the work of maritime safety, maritime security, fire and explosion prevention and environmental protection in maritime activities, the Port Authority will license, inspect and supervise ships arriving, departing and operating at seaports and management areas; not allowing ships to arrive, depart or operate at seaports and management areas when they do not meet the conditions of maritime safety, maritime security, maritime labor, fire and explosion prevention and environmental pollution prevention according to the provisions of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.

At the same time, approve and organize supervision of the implementation of plans to ensure maritime safety in seaport waters according to regulations. Participate in giving opinions on granting aquaculture licenses in assigned seaport waters according to regulations.

This agency will be responsible for approving the establishment of maritime signals and putting maritime signals into use according to regulations. At the same time, it will inspect and monitor the waterway, maritime signal systems and other maritime support systems.

Maritime port authorities shall preside over the coordination of maritime traffic activities at seaports and management areas and preside over the coordination of search and rescue activities in seaport waters; mobilize people and necessary means to conduct search and rescue or handle environmental pollution incidents.

In addition, the organization conducts specialized maritime inspections at seaports and assigned management areas. Receives citizens, resolves complaints, denunciations, reflections, and recommendations from organizations and citizens; prevents and combats corruption and negativity, practices thrift, combats waste, and handles violations of the law within the scope of management according to authority.
