Concluding the meeting, Prime Minister Pham Minh Chinh thanked the Council members for their dedicated, responsible, and accurate contributions; stating that, through discussions at the meeting, opinions all emphasized the far-reaching impact of the US tariff policy on the current world situation, therefore, it is necessary to continue improving relations with the US; diversify markets, products, and supply chains with other regions; promote cooperation with the Gulf and South America; restructure export markets in accordance with the situation; improve the quality of greening, digitalization, and circular economy in import and export; increase investment abroad; have policies to retain investors, encourage investment in high technology, technology transfer, and create conditions for Vietnamese enterprises to participate in the global supply chain.

Regarding the real estate issue, the Prime Minister said that this is the driving force for growth, therefore, a comprehensive solution is needed to address the issues of supply and demand, fiscal policy, land, etc.; he said that ministries and branches are also actively handling legal issues, preferential policies, cutting administrative procedures, promoting the supply of social housing, contributing to the clearance of high-end real estate, and controlling real estate inventory. The Prime Minister assigned the Council to study the real estate issue comprehensively and systematically.

Regarding solutions to ensure high and sustainable growth, the Prime Minister said it is necessary to continue expanding fiscal policy and operating monetary policy proactively, flexibly, appropriately, effectively, and closely following reality.

Continue to promote the application of science and technology, innovation, digital transformation, increase labor productivity, stimulate production and business, create jobs and livelihoods for people; diversify credit sources, increase bond sources focusing on large projects and works.

Regarding the issue of balancing interest rates and exchange rates, it is necessary to have proactive solutions to prevent exchange rate fluctuations; have solutions to promote public investment, and be determined to disburse 100% of public investment capital this year.

Regarding the gold issue, the Council raised a number of issues and solutions. The Prime Minister assigned the State Bank to receive opinions, study these solutions, use available tools, balance supply and demand, prevent policy abuse, and strengthen inspection, supervision, and prevention of smuggling.

The Prime Minister noted that management experience over the years shows that we need to be brave, not to be confused or wavering in the face of sudden and unexpected problems; not to be negligent, subjective, or lose vigilance with any problem. Analyze and evaluate to strengthen confidence, enhance policy response capacity; resolve backlogged projects; and strengthen comprehensive risk control of the economy.

Regarding the exchange rate issue, it is necessary to stabilize the interest rate of the Vietnamese currency; increase the export of goods to have a trade surplus; export logistics and tourism services; control smuggling and prevent speculation in gold and USD.

It is necessary to stimulate consumption, promote domestic production and business, reduce input costs, increase the competitiveness of goods; organize fairs to enhance the exchange of goods, connect supply and demand; have tax policies more suitable to the situation; reduce taxes, fees, charges...

Regarding the current issue of two-level local government, the Prime Minister agreed with the comments that there is pressure at the grassroots level, so it is necessary to relieve this pressure with solutions such as strengthening the capacity of grassroots officials, promoting digital transformation, and rearranging the staff appropriately; educating the spirit of patriotism for serving the people; transforming the state from management to creation, serving more effectively; training officials, doing what needs to be done first; strengthening decentralization, decentralization, and allocating resources; strengthening inspection, supervision, and enhancing the comprehensive capacity of public administrative service centers. Regarding the issue of headquarters, it is necessary to ensure rationality and efficiency; continuing to promote innovation, creativity, and development creation at the grassroots level.

Regarding recommendations on development and digital transformation, the Prime Minister requested to continue perfecting institutions; developing synchronous infrastructure for digital transformation; promoting human resource development for digital transformation, promoting "Digital literacy for the masses", ensuring good implementation of digital government, digital administration, digital society, digital citizens; and having priority policies for activities of public administrative service centers.

The Prime Minister also emphasized the need to strengthen public-private cooperation and digitalization in operations, especially in the banking sector.

Regarding the issue of small and medium enterprises, micro enterprises and business households, the Prime Minister said that there should be support policies; it is necessary to make business households healthy through measures, the process needs to learn from experience and adjust, including tax policies based on impact assessment, starting from practice, taking practice as a measure.
