Proposal for highest teacher salary in salary scale

Delegate Ha Anh Phuong proposed to set teachers' salaries as the highest in the administrative career salary scale and to have additional allowances according to the nature of the job and region.

Discussing at the National Assembly on the morning of November 1, delegate Ha Anh Phuong (teacher at Huong Can High School, Thanh Son District, Phu Tho Province) said that the Central Resolution on fundamental and comprehensive reform of education and training requires the highest salary for teachers in the administrative and career salary scale and additional allowances according to the nature of the job and region. However, over the past 10 years, teachers' salaries and incomes have remained low, with some not even enough to cover their family's living expenses.

"Many teachers have to quit their jobs, change jobs, or take on other jobs, so they are not fully committed to their profession," Ms. Phuong stated the current situation.

School staff (about 10% in the educational environment) play an important role in operating and developing the school. However, they work 8 hours a day but do not receive public service allowances like civil servants and seniority allowances like teachers even though they work in the same industry.

Therefore, delegate Ha Anh Phuong proposed that the National Assembly and the Government have solutions to increase salaries and allowances for school staff so that they can work with peace of mind, devote themselves to their profession, and meet the current teaching and learning requirements.

Delegate Trieu Thi Huyen (official of Yen Bai province) pointed out the current shortage of teachers in English and IT. There is also a shortage of school staff, especially in disadvantaged areas. Recently, the Ministry of Home Affairs and Education and Training has advised the Government to remove obstacles in recruiting teachers, but has not been able to attract teachers to work in disadvantaged areas due to limited remuneration policies.

"I propose that the Government has mechanisms and preferential policies to attract teachers and school staff, with priority given to recruiting ethnic minority children. Special subjects can allow the recruitment of college-level teachers, and then continue training them to complete the qualification framework as prescribed," Ms. Huyen said.

Statistics from the education sector show that currently, the country has 1.6 million teachers, a shortage of about 100,000. In 2022 alone, the total number of teachers quitting nationwide is more than 16,000, an average of one out of every 100 teachers leaving the industry.

The salaries of civil servants and public employees are currently calculated by multiplying the base salary by the salary coefficient. The salary coefficient shows the difference in salary levels between positions and job levels based on the qualifications and degrees of civil servants and public employees. The base salary is low (from July 1, 2023, it is 1.8 million VND/month), the salary coefficient changes little, so it does not create motivation for employees.

From July 1, kindergarten teachers of grade III will still receive the lowest salary, from nearly 3.8 to more than 8.8 million VND per month depending on the level. This level is about 0.6-1.5 million VND higher than before. Primary, secondary and high school teachers of grade I will receive the highest salary. Of which, those who are applied with the salary coefficient of 6.78 will receive more than 12.2 million VND per month.

Minister of Education and Training Nguyen Kim Son has repeatedly proposed urgently increasing teachers' salaries to improve their lives and reduce job losses.
