Understand the primary education program and propose the selection of textbooks suitable for primary school students and school conditions; understand the students and master the regulations on counseling and student support; integrate counseling and student support activities into teaching and educational activities; early detect unusual manifestations of students in charge of the class during the learning process (if any) and have timely counseling and support solutions.
Create a friendly and safe classroom environment, encourage students to share and express their emotions; fully implement school regulations on school safety and prevent school violence.
Build healthy, trusting relationships with students' parents or guardians and other stakeholders in the delivery of teaching and education.
Have digital capacity, capacity to apply information technology in professional activities; be able to use basic application software in primary school student management according to regulations; guide primary school students to use technology equipment safely and effectively; be able to use foreign languages (priority given to English) or ethnic languages according to job position requirements.

Secondary school teachers must meet the following ethical standards and qualifications:

Junior high school teachers must have a bachelor's degree or higher in teacher training appropriate to the subject, junior high school level, or a bachelor's degree or higher in a major appropriate to the subject, junior high school level, and a pedagogical certificate for junior high school teachers; and a certificate of professional training for junior high school teachers.
2. Standards on professional competence and expertise
Secondary school teachers must grasp the Party and State's guidelines, policies, laws, regulations and requirements of the industry and locality on secondary school education and implement them in assigned tasks.
Master the knowledge of the assigned subject; develop and implement teaching and education plans suitable for middle school students, school conditions and meet the goals of the middle school education program.
Using teaching and educational methods, testing and evaluating learning outcomes, training and progress of students towards developing qualities and abilities of secondary school students; nurturing weak students.
Understand the secondary school education program, evaluate, give comments and propose the selection of textbooks suitable for secondary school students and school conditions; understand secondary school students and master the regulations on counseling, career guidance and student support; early detect unusual manifestations of students in charge of the class during the learning process (if any) and have timely counseling and support solutions.
Create a friendly and safe classroom environment that encourages students to develop their abilities; build healthy, trusting relationships with students' parents or guardians and stakeholders in the implementation of teaching and education.
