"Going to every alley, knocking on every door" to encourage people to hand over their land

On August 22, Hiep Duc Commune Party Secretary Le Quang Quynh and Commune People's Committee Chairman Luu Hoang An took turns leading working groups to visit 6 households that had not agreed on the compensation and site clearance plan or had agreed but had not yet agreed to receive money to hand over the site to the construction unit of the National Highway 14E Renovation and Upgrade Project, the section passing through Hiep Duc Commune.

At the working group's destination, local leaders expressed their sympathy and shared the impact of the project on the households whose lives were disrupted.

The responsible person also analyzed the benefits that the project brings to the family, the community and the development of the homeland and the country. In cases where households do not agree, the representative of the investor and the unit implementing the compensation and site clearance work explained and answered on the basis of applying the provisions of the law and applying current policies to ensure the legitimate and legal rights of the affected family.

According to Mr. Le Quang Quynh, 15 days ago, the locality was still stuck with the construction site for the National Highway 14E renovation and upgrading project at the location of 28 households. The Party Committee and People's Committee of the commune continued to apply mass mobilization work, assigning teams to directly meet each household to propagate and mobilize. By August 22, the whole commune had 26 households agreeing with the compensation and support plan, receiving money and handing over the site.

Currently, Hiep Duc commune has only 2 households that have not yet handed over the land, including Mr. Tran Van Thanh and Mr. Vo Ngoc Tam, both in An Nam block. The Hiep Duc area's construction investment project management board said that, after reviewing legal documents, the land plot of Mr. Tran Van Thanh's household has been compensated in Decision No. 32, dated March 27, 2006 of the People's Committee of Hiep Duc district (old) on approving the value of compensation for damages and site clearance for construction projects in residential planning areas in Tan An town (old).

Hiep Duc commune leaders shared that Mr. Tran Van Thanh's family has not yet agreed to receive compensation for the trees. The locality will continue to dialogue and mobilize; if the family is in too much difficulty, the commune will consider the option of supporting bricks, cement, and corrugated iron outside of the mechanism and regulations.

- km89+700, Quang Nam province (now Da Nang city) has a total route length of 71.38km, passing through 7 communes including: Thang Binh, Dong Duong, Viet An, Hiep Duc, Phuoc Tra, Phuoc Hiep and Kham Duc. The total investment of the project is more than 1,848 billion VND. The project started on March 7, 2023, expected to be completed in 2025. The project through Hiep Duc commune is the section km43+804 - km53+155 (length 9.35km).

Meanwhile, in the case of Mr. Vo Ngoc Tam's household, the People's Committee of Hiep Duc district (old) approved the compensation and support plan in Decision No. 393, dated June 21, 2025. In which, 73.7m2 ^of perennial land, plot No. 25, map sheet No. 114-2023, was recovered. The household requested the state to resolve the land dispute between the family and Mr. Vo Van Bon that has lasted from 2022 to present (the scope of the dispute is not within the recovered area of ^73.7m2 ).

The People's Committee of Hiep Duc commune has sent a document respectfully requesting the People's Court of Region 9 - Da Nang to soon have the results of dispute resolution to have a basis for implementation in the coming time.

Mr. Le Quang Quynh said that the locality will continue to mobilize, including dialogue with the above two households; strive to hand over the entire site to the investor and construction contractor by the end of August.

Mr. Que Hai Trung, Director of the Project Management Board for the renovation and upgrading of National Highway 14E (under Project Management Board 4) shared that the unit highly appreciated the responsible, decisive and reasonable participation of the Party Committee, People's Council, People's Committee and Vietnam Fatherland Front of Hiep Duc commune. In locations where people have agreed to hand over the site, the unit directed the contractor to focus on construction to create a spreading momentum, contributing to speeding up the project's progress.
