Government Inspectorate delegation works with Son La province

According to statistics from the Provincial People's Committee, from January 1, 2022 to June 30, 2024, the whole province received 3,213 visits with 3,651 people coming to complain, denounce, petition, and reflect on 3,058 cases.

Received 6,801 complaints, denunciations, recommendations, and reflections, including 311 complaints; 524 denunciations; and 5,966 petitions and reflections. Of which, 3,936 were under the jurisdiction of the settlement authority; the remaining were saved and monitored due to duplication, being copied and sent to many places, many times, anonymously, and impersonating. From 2020 to the end of June 2024, there were no complicated, prolonged, or crowded complaints or denunciations.

Regarding the results of using the national database on handling complaints and denunciations, 37/37 units have been granted, created accounts and deployed to use the system. Of which, 22/25 departments, branches and sectors that receive citizens and process applications have updated data into the system; 12/12 districts and cities have updated data into the system. Some localities have deployed the system to the commune level, created accounts and provided instructions for use such as Muong La, Moc Chau, Phu Yen, Bac Yen, City.

The leader of the People's Committee of Son La province affirmed: In the past time, with the direct and close leadership of the Provincial Party Committee, People's Council, and People's Committee, and the efforts of Party committees, authorities at all levels, the political system, and people of all ethnic groups in the province, complaints and denunciations have been promptly resolved, ensuring security, politics, and social order in the locality.

There are no hot spots for complaints and denunciations in the province; no large groups of people go to complain and denounce against Party and State agencies at the central level; there is no abuse of the right to complain and denounce to disturb public order or commit violations of the law at citizen reception rooms.

The process of resolving complaints and denunciations basically ensures the time and order of processing. Complaints resolved for the first time are resolved by the competent authority organizing a direct dialogue with citizens if the content is complicated; for cases resolved for the second time, during the resolution process, a dialogue is organized between the complainant and the person complained. Complaints resolved for the second time are announced publicly according to regulations; the main form of publicity is announcement at meetings or public posting at the place of citizen reception.

Speaking at the meeting, Deputy Head of the Central Citizen Reception Committee Nguyen Duy Binh assessed: The work of receiving citizens and resolving complaints and denunciations has been given attention, leadership and direction by Son La province, especially the periodic reception of citizens by heads of administrative agencies at all levels in the locality, linking citizen reception with the resolution of complaints and denunciations.

Mr. Binh suggested that the province should continue to pay attention and allocate resources for training, fostering, and coaching the staff working in receiving citizens, resolving complaints and denunciations, especially skills and experience in receiving citizens and handling petitions.

Strengthen coordination between departments, branches, localities and relevant agencies, organizations and units of the province in receiving citizens, handling complaints and denunciations; strengthen coordination between localities and central agencies, with the Government Inspectorate and the Central Citizen Reception Office.

Receiving the opinions of the working delegation, Vice Chairman of the Provincial People's Committee Le Hong Minh said: In the coming time, Son La will continue to proactively and promptly handle and resolve complaints and denunciations; monitor and grasp the situation to resolve them as soon as they arise, not allowing hot spots to occur that cause complications in political security and social order.

Strengthen propaganda, dissemination and education of laws on citizen reception and complaint and denunciation settlement; strengthen grassroots mediation work and state management work on citizen reception and complaint and denunciation settlement.

Son La province also requested the Government Inspectorate to continue to pay attention to the province in the work of handling complaints and denunciations; continue to upgrade the national database system on complaints and denunciations to deploy to all communes, wards and towns.

Recommend that the Working Group synthesize a report to the Government for consideration and support from the Central budget so that Son La can soon implement the tasks of the Agricultural and Forestry Farm Project, and resolve problems related to land originating from agricultural and forestry farms.
