Constituency No. 9 includes the following areas: Phu Xuyen, Ung Hoa, My Duc, Thuong Tin; Van Dinh, Ung Thien, Hoa Xa, Phuong Duc, Chuyen My, Dai Xuyen, Hong Son, Phuc Son, Huong Son, Thuong Phuc, Chuong Duong, Hong Van.
At the conference, the Hanoi City National Assembly Delegation informed voters about the expected content and program of the 10th Session of the 15th National Assembly; the results of handling and responding to voters' petitions at the previous session.
Accordingly, the Tenth Session is expected to take place from October 20 to November 22, 2025, with a total working time of 42 days. The National Assembly will consider and decide on 45 draft laws and resolutions related to legislative work; 12 groups of contents on socio -economics, state budget, supervision and other important issues; 13 groups of contents that agencies will send reports to for delegates to study and discuss.
This is the last regular session of the 15th National Assembly , with important significance, a large amount of work, and many contents directly impacting people's lives.
The conference took place in a democratic and open atmosphere. Voters expressed their excitement and agreement with the timely and breakthrough decisions of the Central Government, contributing to consolidating a solid foundation for sustainable development of the country. Many voters made recommendations directly related to the practical life of the locality.
Voters in Ung Hoa commune reported that the garbage collection in the area is still slow, especially at the garbage dumps in Kha Lac and Dong Dinh villages, where the garbage is often congested and overflows onto the road, causing danger to road users and negatively affecting the environment. Voters recommended that the city direct functional units to collect garbage during the day, ensuring a green, clean and beautiful environment.
Voters of Thuong Tin commune requested competent authorities to issue specific instructions on decentralization and authorization in deciding on project investment policies; recommended that the Central Government consider establishing a number of additional specialized departments by separating them from the Economic Department, the Cultural - Social Department and the Office of the People's Council - People's Committee, in order to improve management efficiency and meet practical requirements.
Voters of Chuyen My commune expressed their wish that the National Assembly and the Government continue to have priority policies to support the development of craft villages associated with e-commerce, digital transformation, building and protecting collective brands; recommend promoting investment in industrial clusters in the South of Hanoi, especially Chuyen My and surrounding areas; speeding up the progress of Ngoc Hoi - Phu Xuyen, Quan Son - Do Xa routes; investing in public wifi systems in residential areas so that people can conveniently access online public services, e-commerce and improve digital literacy.
Voters of Chuong Duong commune asked the National Assembly to pay attention to supporting people of Tu Nhien commune (old) to overcome the consequences of natural disasters, build roads leading to agricultural fields and support 12 policy households that lost more than 1 hectare of land due to flash floods and landslides.
In addition, many opinions suggested promptly resolving the regime and policies for redundant cadres, civil servants, public employees, workers and non-professional cadres after merging commune-level administrative units according to Decree 178 and Decree 154.
On behalf of the National Assembly Delegation, Vice Chairwoman of the Law and Justice Committee Nguyen Phuong Thuy highly appreciated the enthusiastic and responsible opinions of voters; emphasizing that all recommendations are a valuable source of encouragement, helping the National Assembly continue to perfect mechanisms and policies. Ms. Nguyen Phuong Thuy said that the Tenth Session will focus on many important contents to build laws in the direction of continuing to innovate thinking, perfecting institutions, and promoting sustainable development.
With a spirit of openness and responsibility, the Hanoi City National Assembly Delegation directly responded to recommendations within its authority, and at the same time fully and honestly synthesized opinions and reported them to the National Assembly, the city and competent authorities for consideration and resolution.
