Hanoi launches 'Digital Learning for All' movement

The Hanoi People's Committee has just organized the launching ceremony of the "National Digital Learning" Movement, responding to the National Digital Transformation Day and Hanoi Digital Transformation Day 2025, with the message "Closer to the people - Faster - More effective".

Speaking at the launching ceremony, Vice Chairman of Hanoi People's Committee Truong Viet Dung emphasized that 80 years ago, in the early days of independence, President Ho Chi Minh launched the "Popular Education" movement, opening a revolution in knowledge - where every citizen learns to master their own destiny and the country's. Today, in the digital age, that spirit is continued by "Universal Digital Learning" - learning to adapt, innovate and create new values; learning to master technology, master data, master the future.

Digital transformation is not "doing one more thing", but a new way to do everything more effectively - from management, production, business to education , healthcare, culture and social security, so that every citizen can confidently use digital services, protect themselves in cyberspace, expand job opportunities and improve the quality of life.

Vice Chairman Truong Viet Dung affirmed: The City has always been steadfast in its direction throughout the digital transformation process - taking people and businesses as the center; promoting digitalization of public service processes, expanding online public services and data connection according to the direction of the Central Government and the Government. Thanks to that, the digital transformation of the Capital has made clear progress. Community digital technology groups have maintained effective operations, the "Digital Education for All" movement has spread widely; schools have promoted digital learning materials and skills for students; businesses, cooperatives, and business households have increasingly proactively applied digital platforms in production, administration, and commerce.

Vice Chairman of the Hanoi People's Committee Truong Viet Dung also said that Hanoi has been leading the country in the Local Innovation Index (PII) for 3 consecutive years. These are telling numbers, reflecting the efforts of the entire political system, the drastic participation of all levels and sectors, especially grassroots action movements such as the "45-day digital transformation campaign in communes, wards and towns", mobilizing thousands of cadres and community digital technology teams to "hold hands and show people how to use VNeID, electronic payments, and online public services.

From that foundation, the city continues to implement initiatives, typically two breakthrough models, both removing procedures and forming a 'digital classroom' - where officials learn to standardize data, people learn to use digital services: "Red book in hand" - connecting the entire process between notary, land administration, tax, bank and VNeID, shortening the processing process from 10 steps to 3-4 steps, reducing more than half of the time and cost for people; "One-touch business" - businesses only need to log in once with VNeID to complete the start-up procedure chain; data is automatically synchronized.

From the above results and practices, the city draws three major lessons. First, correct awareness creates the right motivation: "Digital transformation to serve" - ​​people and businesses will be ready to accompany. Second, data and processes are the fulcrum: Only when data is standardized and processes are connected, will people's experiences truly improve. Third, learning by doing is the shortest way to narrow the digital gap: Every agency, classroom, and residential area can become an "open digital classroom", where technology is learned, done, and spread from practice.

At the same time, identify the three main pillars of digital transformation - Digital Government, Digital Economy and Digital Society - operating on a unified digital platform, with digital citizens at the center.

"When these pillars operate synchronously on a unified digital platform, Hanoi will form a digital transformation ecosystem for the people - where the State creates, businesses innovate, schools nurture, communities spread, and each citizen becomes the subject of the digitalization process. The city is oriented towards "AI First" - prioritizing the application of artificial intelligence in all areas of administration, education, health, economy and public services; turning artificial intelligence into a driving force for digital learning, smart governance and innovation", the Vice Chairman of the City People's Committee emphasized.

To effectively spread the "Digital Learning for All" movement, on behalf of the City People's Committee, Vice Chairman of the People's Committee Truong Viet Dung called on all levels and sectors to consider "digital learning" as a public service culture; each unit registers a typical initiative for replication. The education and training sector integrates digital skills - safety - ethics; businesses pioneer in applying digital platforms, sharing data; organizations and communities "hold hands and show work", support vulnerable groups, not leaving anyone behind. Each citizen starts with small actions: updating skills, experiencing digital services, sharing knowledge - becoming a confident and responsible digital citizen.

"Let's join hands towards a digital learning society: people know - understand - use - create; government serves conveniently; and digital trust is strong," the Vice Chairman of the Hanoi People's Committee emphasized.

At the ceremony, Vice Chairman of the City People's Committee Truong Viet Dung officially launched the "National Digital Learning" Movement in response to the National Digital Transformation Day 2025. On this occasion, many collectives and individuals with good achievements in implementing Directive No. 11/CT-UBND were commended and honored.
