Entering a new stage of development, Hanoi is affirming its position as a locomotive, the national political and administrative center and a symbol of Vietnam's will and aspiration, the heart of the whole country; the outstanding achievements in recent times not only demonstrate strategic vision, but also crystallize the spirit of solidarity, innovation, creativity and trust of the people of the Capital.

Putting people at the center of every policy

Over the past 5 years, under the leadership of the City Party Committee, the consensus of the entire political system and the people, Hanoi has successfully implemented most of the targets set out in the Resolution of the 17th City Party Congress, with 4 targets completed 1-2 years early. The average GRDP growth rate reached 6.57%/year, 1.1 times higher than the whole country; the economic scale reached 63 billion USD, contributing more than 12% of the national GDP; the average income per capita reached 7,200 USD...

Symbolic projects such as Ring Road 4, Vinh Tuy Bridge Phase 2, Nhon - Hanoi Railway Station metro line or the National Exhibition Center in Dong Anh... demonstrate the strategic vision and determination to build a modern, civilized, and livable capital.

Looking back over the past period, it can be seen that the achievements of the Capital first of all stem from the Party building work, which is considered the prerequisite, key factor, and foundation of all successes. The values ​​of public ethics, culture of integrity, and exemplary spirit of cadres and party members are promoted and spread throughout the political system. The piloting of the urban government model, the arrangement of a streamlined and efficient organizational apparatus; the application of digital transformation in Party member management with the "Electronic Party Member Handbook" and "Operations of Party member management"... have created a new face of the administration serving, close to the people, for the people.

In addition to the strong economic growth, Hanoi identifies culture as the soul and foundation of all development. The city has restored and embellished more than 579 relics; activities to celebrate the 70th anniversary of the Liberation of the Capital, the 80th anniversary of the August Revolution and National Day September 2 were solemnly organized, spreading the spirit of national pride. Notably, Hanoi being voted by Time Out Magazine as the world's leading cultural destination in 2025 is a vivid and clear proof of the attractiveness and unique cultural identity of the Capital.

In particular, in all decisions, the Party Committee and the city government always put people at the center of all development policies. Accordingly, Hanoi leads the country in general education and human resource quality with more than 81% of public schools meeting national standards, the Human Development Index (HDI) reaching 0.829, the highest in the country... The city is also a pioneer in the policy of supporting boarding meals for primary school students, demonstrating a humane policy and deep concern for future generations...

Building a team of courageous, innovative and responsible staff

On the integration journey, Hanoi has identified science, technology and innovation as the driving force for development. The city has issued more than 60 mechanisms and policies to support digital transformation; the rate of enterprises paying electronic taxes has reached over 99%; a series of digital applications such as "Citizen of the Digital Capital - iHanoi" have been put into operation, helping people access public services quickly and transparently. Hoa Lac High-Tech Park is becoming the core of the innovation ecosystem; research centers, venture capital funds and science and technology incubators are continuously expanding... These achievements show that Hanoi is gradually becoming a creative city in Southeast Asia; at the same time, it is also a place connecting knowledge, technology and people.

From these comprehensive achievements, the 18th Congress of Hanoi Party Committee (scheduled to take place from October 15 to 17) determined that the period of 2025 - 2030 is a pivotal period of strategic significance, aiming at the goal of building a "Cultured - Civilized - Modern - Happy" capital; becoming the leading creative center in Southeast Asia; the entire political system and the people of the capital are determined to set goals for the next term with an average GRDP growth rate of 7.5 - 8%/year; average income per capita reaching 10,000 USD; digital economy accounting for 40% of GRDP; urbanization rate reaching 65%; completing comprehensive digital transformation in management, operation and public services...

Based on the above goals and foundations, Hanoi continues to promote its thousand-year-old tradition of civilization, the spirit of solidarity and the desire to rise up, build a team of brave, innovative and responsible cadres; strongly develop the knowledge-based economy, creative industry, high-quality tourism; perfect institutions and make the most of the special mechanisms of the Capital Law 2024; synchronously invest in infrastructure, smart cities, social housing; care for social security, protect the environment, strengthen national defense, expand foreign relations, and enhance the capital's position in the international arena.

The city also aims to build "Digital Government - Digital Economy - Digital Society"; at the same time, continue to promote the tradition of "Elegant and civilized Hanoians", build a safe, friendly and creative living environment; on that journey, the Party Committee and people of the capital always adhere to the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", taking people's trust as a measure.

After 71 years since the Liberation of the Capital (October 10, 1954 - October 10, 2025), Hanoi has not only affirmed its position as the "heart" of the whole country but also become a symbol of Vietnam's faith and aspiration in the new era - the era of national growth.
