In the past two years, our Party and State have issued many breakthrough institutional policies and guidelines to create a favorable, safe, and transparent development environment for businesses and entrepreneurs. If Resolution No. 41-NQ/TW, dated October 10, 2023, of the Politburo "on building and promoting the role of Vietnamese entrepreneurs in the new era" (Resolution No. 41-NQ/TW) for the first time requires the development of a National Strategy on entrepreneurs, Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo "on breakthroughs in science, technology, innovation, and national digital transformation" (Resolution No. 57-NQ/TW) has established a sandbox mechanism* for innovation, identifying businesses as the center of the digital economy. Resolution No. 59-NQ/TW, dated January 24, 2025, of the Politburo “on international integration in the new situation” (Resolution No. 59-NQ/TW) emphasizes the need to proactively integrate, diversify markets, support businesses in trade defense and resolve international disputes. In particular, Resolution No. 68-NQ/TW, dated May 4, 2025, of the Politburo “on private economic development” (Resolution No. 68-NQ/TW) has made unprecedented specific institutional commitments such as: fully protecting property rights, freedom of business, the principle of no retroactive disadvantage; ending the situation of overlapping inspections and examinations, and exempting well-compliant businesses from inspections; Expanding credit based on intangible assets and business data… These are substantial and strong steps in the Party's thinking and actions on developing the business community and the private economy - the most important driving force of the national economy.
To quickly put the Politburo's Resolutions into practice, the Government issued Resolution No. 138/NQ-CP dated May 16, 2025, promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TW of the Politburo; Resolution 153/NQ-CP dated May 31, 2025, promulgating the Government's Action Program to implement Resolution No. 59-NQ/TW of the Politburo. On February 19, 2025, the National Assembly also passed Resolution No. 193/2025/QH15 "on piloting a number of special mechanisms and policies to create breakthroughs in science , technology, innovation and national digital transformation", including piloting specific mechanisms to promote innovation, legalize sandboxes, and encourage venture investment. Thus, basically, a new, complete, comprehensive institutional entity promoting the growth of the Vietnamese business community in the new development stage has been formed.
First of all, the business environment will become increasingly safer and more transparent when the principles of protecting property rights, freedom of business, and fair competition are affirmed. Entrepreneurs can rest assured in long-term investments and minimize legal risks. Cutting many administrative procedures and overlapping inspections and checks helps free up resources, save costs, and encourage entrepreneurship. New tax and financial policies create confidence for entrepreneurs, especially young entrepreneurs, who dare to innovate and break through in investing in production and business development. Sandboxes and innovation support mechanisms create opportunities for entrepreneurs to experiment with new business models, directly linked to high technology and the digital economy . In particular, through the Party and State's proactive commitments to international integration, Vietnamese entrepreneurs have more space to develop and are also supported by the Party and State to protect their interests in the world market.
However, to reach the international level with enough heart - vision - intelligence - credibility, our country's business community needs to quickly overcome the limitations and challenges that have existed and are existing. These are: Most businesses are small-scale, not meeting the development requirements in the new era; competitiveness and operational efficiency are still limited; business capacity and management skills are still weak; the number of large-scale businesses capable of leading supply chains is still small; connectivity and cooperation are still weak; the ability to take advantage of opportunities from international integration and the Fourth Industrial Revolution is not good; a number of business people are limited in ethics, business culture, awareness of law compliance and social responsibility, causing damage to social trust.
To promptly overcome those limitations and challenges, in addition to the specific requirements and demands for the business community, the issue that needs top attention is that the Party committees and authorities at all levels after the merger must seriously implement the Party and State's guidelines and policies on building and promoting the role of the Vietnamese business community in the new period and developing the private economy, promptly turning the Party and State's commitments into concrete actions, avoiding the situation of "hot above, cold below". There must be an effective monitoring mechanism for cutting administrative procedures, implementing the post-audit principle, ensuring fairness in the investment and business environment associated with focusing on fostering ethics, business culture, awareness of law compliance and social responsibility of business people and businesses. Local authorities at two levels must consider business development as a measure of governance effectiveness, taking business people's satisfaction as a criterion for evaluating the effectiveness and efficiency of operations. It is necessary to more vigorously implement training programs on modern management, international risk management, and digital transformation; encourage entrepreneurs to build brands and gradually improve their position in the global value chain. At the same time, promptly praising and honoring outstanding entrepreneurs is also a way to encourage the spirit and spread a healthy business culture in society.
With a streamlined government apparatus, open development space and above all, with the Party and State's breakthrough and open policies, Vietnamese entrepreneurs have many conditions to break through and reach out to the world. More than ever, the desire to enrich themselves and the country, the spirit of creative dedication are becoming the driving force urging the Vietnamese business community to move forward, contributing to bringing our country to power and prosperity in the era of national development.
