Previously, the Chieng Yen village cultural house was small and dilapidated, unable to meet the meeting and living needs of more than 170 Thai and Kinh households. At the end of 2023, from the capital of Project 6, National Target Program 1719, the village invested over 900 million VND to build a new cultural house, with an area of over 200 m². Ms. Phung Thi Minh, Party Cell Secretary, Village Chief, shared: Since the village cultural house was newly built, people have been very excited. In particular, there is a spacious sports field, a full lighting system, loudspeakers, people actively participate in activities, cultural and sports movements are also more exciting, creating a joyful and united atmosphere. The Party Cell and mass organizations have a place to hold meetings and carry out work conveniently; children and young people have space to play and exercise.

Mr. Lo Van Thi, Chairman of Yen Son Commune People's Committee, said: Implementing component projects of the 1719 program, from 2021 to now, the commune has invested in the construction of 7 traffic works; 3 cultural houses; 1 domestic water project, with a total cost of nearly 9 billion VND; supporting the repair and renovation of houses for 125 poor and near-poor households. During the implementation process, the commune promoted the supervisory role of the Vietnam Fatherland Front and mass organizations, while promoting propaganda and mobilizing people to agree and participate in supervising and protecting the works. Thanks to that, the projects were all implemented smoothly and effectively immediately after completion.

Implementing Projects 2 and 3 under the National Target Program 1719, supporting sustainable agricultural production according to the value chain, from 2021 to now, nearly 200 ethnic minority households in the commune have been trained, given technical guidance, supported with plant varieties, livestock, fertilizers... helping many households have a new source of livelihood to escape poverty and strive to become rich legitimately.

Ms. Vi Thi Tham, a Xinh Mun ethnic group in Na Da village, was previously a poor household with an unstable income. In 2021, from the 1719 Program, her family received support from the State with 2 breeding goats to create a livelihood. In addition, she was also instructed on techniques for caring for crops and livestock and supported with fertilizer for growing green squash. Ms. Tham shared: Up to now, my family has expanded production, planted more than 4,000 green squash trees; maintained a herd of 10-12 goats; a herd of 40-60 black pigs, and more than 1 hectare of plum and strawberry cultivation. Each year, after deducting expenses, we earn a profit of 150-200 million VND. Now that the economy is stable and my children are fully educated, I have more confidence and gratitude for the policies of the Party and the State.

The National Target Program 1719 has contributed to changing the face of ethnic minority areas in Yen Son commune. Up to now, the multidimensional poverty rate of the commune is 35.2%; average income per capita reaches 21.7 million VND/year; 100% of villages have car roads to the center; 100% of rural population has access to clean water; 99% of households have access to the national grid; 100% of schools and classrooms are solid; 100% of villages have cultural houses. This is the basis for Yen Son to move towards building an advanced new rural commune.
