On the morning of October 16, comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired the regular September meeting of the Provincial Party Committee Standing Committee to listen, give opinions and decide on matters within its authority.

The Provincial Party Standing Committee listened to and gave opinions on the response and recovery work caused by storms in the province. Since the beginning of the year, the natural disaster situation in the province has been very complicated, especially heavily affected by storms No. 3, No. 5 and No. 10.

Faced with that situation, the Provincial Party Committee, Provincial People's Committee, and Provincial Civil Defense Command have proactively and synchronously deployed measures to prevent, combat, and respond to natural disasters according to the "4 on-the-spot" motto.
The direction and management work is organized flexibly and uniformly, effectively promoting the role of Party committees, grassroots authorities and local forces, contributing to minimizing damage to people and property of the people and the State.

However, the storm and floods killed 8 people and injured 25 others. The whole province had 105,309 houses damaged; 1,221 schools and 244 medical facilities affected; more than 9,000 electric poles fell and broke; traffic and irrigation infrastructure projects were seriously damaged...
Estimated economic damage to Nghe An after 3 storms is about 8,587 billion VND, of which storm No. 3 is 3,814 billion VND, storm No. 5 is 1,529 billion VND, storm No. 10 is 3,244 billion VND.
Immediately after the disaster, the Government, ministries and central branches promptly supported and directed the province to overcome the consequences as quickly and urgently as possible, and stabilize people's lives soon. The Provincial Party Committee, Provincial People's Committee, Provincial Civil Defense Command, together with departments and branches, mobilized forces to repair infrastructure, clean up the scene, and support people to repair houses and clean up the environment.

The Provincial People's Committee has allocated 300 billion VND from the Central Government for emergency support and is continuing to allocate 500 billion VND from the Central Government's budget reserve to support people's lives, repair dikes, irrigation reservoirs, natural disaster prevention and control works, essential infrastructure, and stabilize residents in urgent areas.
The Provincial People's Committee has also allocated 405 billion VND from the provincial budget to departments, branches and localities to overcome the consequences of natural disasters, focusing on supporting housing, agriculture, people's livelihoods and building and repairing essential works and traffic infrastructure.

The Ministry of Public Security has built 86 new houses for households whose houses were completely damaged; the remaining 500 households have registered to build houses with support from the Ministry of Public Security or received support from local authorities and proactively sought new resettlement locations.
Households with houses that were severely damaged, partially damaged, or had their roofs blown off have received support from the authorities and support forces or have been proactively repaired, while more than 800 houses are undergoing repairs.
Focus on supporting people to restore their homes, especially those who lost their homes.
Concluding this content, Provincial Party Secretary Nguyen Duc Trung said that the damage caused by storms in the province in recent times was relatively large. Damage recovery was urgently carried out by all levels, sectors and localities, but many contents did not meet requirements, especially the rebuilding of houses for people who lost their homes.

In that situation, the Provincial Party Secretary requested to focus on quickly supporting people to restore their houses, especially those who lost their houses. Assess, review, and accurately determine the extent of damage, including accurately assessing the number of houses that need to be rebuilt or repaired in each locality.
At the same time, identify concentrated resettlement areas and mixed resettlement areas to arrange housing for people. For these cases, during the implementation process, it is necessary to shorten the procedures as quickly as possible because the point of view is to do it for the people, to help people soon have stable housing.

Provincial Party Secretary Nguyen Duc Trung also proposed focusing on restoring production to ensure livelihoods and stabilize people's lives. Prioritizing measures to repair essential infrastructure for education and health care to ensure students' learning, health care, and medical examination and treatment for people.
At the same time, accurately assess the level of damage to infrastructure works, develop detailed plans, prioritize the restoration of works serving people's lives, production activities, and travel for people; quickly allocate support resources and use support funds for the right purposes, right subjects, effectively and promptly.

Mobilize more military and police forces to continue supporting people and authorities in overcoming the consequences of natural disasters; do not be subjective or negligent, continue to check in areas to avoid problems caused by landslides and floods.
The Provincial Party Secretary requested the members of the Provincial Party Standing Committee and the Provincial Party Executive Committee to, as assigned, closely follow the locality, grasp the situation, and promptly urge the recovery work. The Secretaries and Chairmen of the People's Committees of communes and wards focus on leading and directing the effective implementation of the work of overcoming the consequences of natural disasters in the spirit of assigning specific responsibilities to each locality.
