According to Colonel Ha Nam Trung, Deputy Director of the National Data Center ( Ministry of Public Security ), in the context of comprehensive digital transformation, data has become the "energy source" of all economic sectors. Every information about products, supply chains, and origin of goods has economic, legal, and security value. Therefore, the requirement is not only to build a transparent traceability system, but also to control, protect, and authenticate data at the national level. This is also the reason why the National Data Center was assigned by the Government to preside over the development of the Decree on identification, authentication, and traceability of goods... a fundamental legal document, paving the way for national data management in commerce and industry.

Colonel Ha Nam Trung said that the national identification and traceability platform will be developed based on three strategic pillars, aiming to build a unified, transparent and secure commodity data ecosystem. From there, it will become the foundation for a national "digital shield", where data is protected, genuine goods are affirmed and consumer trust is strengthened by technology and law. The National Data Center is synchronously deploying technologies such as digital watermark, artificial intelligence to identify and analyze abnormal behavior and early warning mechanisms, aiming to form a "digital shield" for the entire transaction, production and consumption ecosystem.
At the forum, Ms. Tran Thi Huyen - Legal Director representing Long Chau Pharmacy System and Vaccination Center presented a speech on the topic "Transparency and traceability for pharmaceutical and functional food products". Ms. Huyen shared: "From the perspective of a business that directly distributes products to consumers, Long Chau has implemented many practical solutions to ensure transparency and traceability for pharmaceutical and functional food products. Right from the first touch point, customers can easily look up drug circulation licenses and functional food product registration certificates right on the website and application of Long Chau pharmacy system, or directly at pharmacies nationwide. Long Chau is also a pioneer in integrating its application platform with VNeID, the national personal identification system, allowing people to order medicines safely and conveniently, while ensuring the authenticity of the products".

In particular, the representative of Long Chau's Legal Department also said that the system has proactively "double-checked" to ensure product quality before reaching consumers. In addition to strictly complying with the regulations of the Ministry of Health and management agencies, the system also cooperates with the National Institute for Food Safety and Hygiene Control to conduct periodic and surprise inspections of functional food products. This mechanism not only helps to strictly control inputs but also is a strong commitment to consumers about product quality. In parallel, Long Chau has worked with domestic and foreign manufacturers and distributors to build the "Transparency Alliance", an initiative to standardize and publicize the entire information chain from origin, quality to selling price, customer care policy, contributing to creating a transparent and healthy business environment for the pharmaceutical and functional food industry in Vietnam.
Thereby, Ms. Tran Thi Huyen made some important recommendations from the business perspective: "As a retail unit with the majority of products associated with production batch numbers and expiry dates, we expect that when developing policies, standards and regulations applicable to product identification, goods and traceability, state management agencies will issue policies and regulations to require manufacturing and importing establishments to display information on batch numbers and expiry dates of products associated with traceability codes in addition to other information such as origin, place of manufacture, place of import, and documents on circulation conditions. This information must be displayed so that consumers can look up when purchasing, avoiding the case of buying expired products that pose potential health risks."
"In addition to applying traceability of goods, we should also raise awareness and synchronize policies in protecting intellectual property rights for products and goods; state management agencies need to have practical measures to not issue circulation numbers/not accept registration for products and goods with names that are identical or have signs of confusion with products and goods that have been previously granted circulation numbers, granted publication numbers or have been protected by intellectual property to protect legitimate businesses as well as help consumers avoid confusion when choosing products," Ms. Huyen added.
