During the working session on the afternoon of September 29, delegates attending the 1st Phu Tho Provincial Party Congress divided into 7 discussion groups, focusing on contributing opinions on the major contents of the draft Political Report, draft Resolution and Action Program to implement the Congress Resolution; and draft documents of the 14th National Party Congress.

In his speech to the Congress, Mr. Dang Cong Hoa - Secretary of the Tam Duong Commune Party Committee affirmed: " Education and training have always been identified by our Party as the top national policy, the decisive factor in the destiny of the nation". In particular, Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development has set the requirement to consider this as a key task, a strategic breakthrough to build and develop high-quality human resources.
After the merger, Tam Duong commune directly manages the system of kindergartens, primary schools, and secondary schools. Currently, the school network is stable; out of 15 public schools, 14 schools meet national standards, of which 8 schools meet level 2 standards. Basic facilities meet the requirements; the teaching staff is sufficient in number, and the rate of meeting standards is high. Universal education work is maintained sustainably, the quality of preschool, primary and secondary education has many positive changes. At the same time, moral education, lifestyle, and life skills for students are also focused on; cultural, artistic, and sports activities create conditions for students to develop comprehensively.
However, according to Mr. Hoa, in reality there are still many difficulties. Some schools lack functional rooms and physical education teachers; teaching equipment is not synchronized with the 2018 General Education Program. The situation of surplus and shortage of teachers still exists in primary and secondary schools. Many managers are still afraid of innovation and have not yet promoted their leadership and orientation roles. Experiential activities, STEM education, and digital skills have only been initially implemented, and their effectiveness and spread are not high.
In addition, Tam Duong's education, as well as many other localities, is under great pressure from social and contemporary issues. These include uneven development between public and private schools; school violence, especially online violence; increased autistic children, depression, and lack of care due to family difficulties or parental divorce. Along with that is the pressure of achievement, scores, and exams from parents and society; challenges from artificial intelligence, big data, and the knowledge explosion.
Mr. Hoa emphasized: "These are realities that we, especially education managers at all levels, need to frankly acknowledge, need to change and synchronously implement many solutions to gradually reduce those shortcomings and limitations."
Ready solution
The 2025-2026 school year is the first year that Party committees and authorities at all levels implement Resolution No. 71. According to the Secretary of the Tam Duong Commune Party Committee, the Commune Party Committee has determined the motto of action "Discipline - Creativity - Breakthrough - Development", and at the same time proposed key solutions to improve the quality of education, meeting the requirements of rapid and sustainable development.
That is, to strengthen the leadership and direction of the Party Committee and the government. The Commune Party Committee will issue a thematic resolution on education, aiming to raise awareness, renew thinking, and arouse political determination to develop education comprehensively.
Focus on building a team of teachers and managers that is sufficient in quantity and strong in quality. Training and fostering will be focused on, especially the capacity to apply technology and digital transformation in teaching and management. Tam Duong aims to build a public, transparent and effective school management model; apply artificial intelligence and digital technology to improve the quality of teaching and learning.
Continue to prioritize the education budget, while promoting socialization and mobilizing resources from businesses and social organizations. The goal is to gradually standardize and modernize facilities and equipment. Along with that, encourage learning and talent, build a learning society, and create a favorable environment for all people to have the conditions for lifelong learning.
Focus on political, ideological, moral and life skills education. A healthy school culture will be built through preventing school violence, equipping social media skills, and safe living skills in the digital environment. Extracurricular activities, talent clubs, sports and arts will be promoted to help students develop comprehensively in intelligence, physical fitness and spirit.
Mr. Hoa affirmed: “In the coming time, there will be many advantages but also great difficulties and challenges. Education needs to return to consolidate and equip learners with the most basic and fundamental things. Today's generation of students - the future generation of the country - will carry within themselves the core values, skills and new capacities of the era, meeting the goals set out in Resolution 71 of the Politburo.”
