Yen Ky cemetery project is slow to progress due to "uncooperative" investors

On December 11, the Hanoi People's Council re-questioned the implementation of a number of resolutions and conclusions of the People's Council's questioning that were due for resolution but were still slow and ineffective.

Accordingly, since the beginning of the 2021-2026 term, the City People's Council has organized 7 question-and-answer sessions on groups of issues such as: slow-moving projects, public asset management, administrative reform, decentralization, authorization, digital transformation, discipline, public service discipline, environmental fields, wastewater treatment, waste, traffic, urban areas and many other important contents. These are all important and urgent issues that are of interest to public opinion and voters.

Re-questioning the slow progress of the Yen Ky cemetery expansion project (Ba Vi district), delegate Tran Khanh Hung (Ba Vi district group) informed that the city had approved the investment policy in October 2016 but the project has not been completed yet.

At the 10th Session (term 2021-2026), the Hanoi People's Council questioned this project. Delegate Tran Khanh Hung raised the issue of when the project will be completed, and requested the Director of the Department of Planning & Investment to inform what has been implemented so far? What are the solutions in the coming time to handle projects with long-term delays?

Along with that, delegate Tran Khanh Hung asked the Chairman of Ba Vi District People's Committee to inform about the difficulties, problems, support for people subject to land acquisition and clearance and the progress of completing land acquisition work?

Responding to delegate Tran Khanh Hung, Director of the Department of Planning and Investment Le Anh Quan said that the Yen Ky cemetery expansion project was approved by the city in 2016, the scale of phase 1 of the project was about 200 hectares and up to now, 105 hectares have been cleared. Recently, the project has stopped progress, the Department has conducted appraisal, asked for opinions from sectors, and proposed to adjust the investment policy.

Based on the review of the documents, the investor still has many problems. To resolve the difficulties, the Department of Planning and Investment has reported, and the City People's Committee has issued a document dated June 28, 2024 allowing an extension. Up to now, the investor has carried out site clearance work, completed the procedures and can immediately construct phase 1 with an area of ​​about 95 hectares of cleared land. However, through review and discussion with Ba Vi district, the investor is currently not cooperating and has very weak capacity.

Allocate capital for the district to resettle people

“In the coming time, based on the progress, the content of the city's request, and the investor's commitment, we will report to the city and resolve to terminate this project within 24 months from June 2024” - Director of the Department of Planning & Investment Le Anh Quan emphasized.

Regarding the land acquisition and progress of the Yen Ky cemetery project, Chairman of the Ba Vi District People's Committee Do Manh Hung said that after the City People's Committee issued a document on June 28, 2024 agreeing to extend the progress, the district invited Binh Minh Construction and Tourism Group Joint Stock Company to implement the project. However, up to this point, the company has not yet handed over the map, technical documents of the land and specific boundaries and landmarks as a basis for land acquisition, so there has been no progress beyond the area previously handed over.

“We hope that the city departments and agencies will ask the company to provide documents to complete the land acquisition and clearance. Regarding the resettlement area, there are currently about 100 households that need to be relocated, but there is still a lack of funding. We hope that the city will pay attention to allocating capital for the district to resettle the people,” Chairman of the Ba Vi District People’s Committee Do Manh Hung suggested.
