
Attending the conference were Deputy Minister of Health Do Xuan Tuyen; Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Nai Province Ton Ngoc Hanh; Vice Chairman of the People's Committee of Dong Nai Province Le Truong Son, and leaders of the health sector of 15 provinces benefiting from the program.

Speaking at the conference, Deputy Minister Do Xuan Tuyen emphasized: “Basic health care is the foundation of the national health system, the front line to reach the people. Investing in basic health care is investing in the health of the whole population.”

In particular, Resolution 72-NQ/TW of the Politburo opens a breakthrough direction for the medical sector: restructuring the health system according to a two-level model; building electronic health records from birth to death; organizing free periodic health check-ups and moving towards free hospital fees for all people.
This is a revolutionary step to reduce the load on upper-level hospitals and bring quality medical services closer to the people.

The ADB project has been implemented since 2019 in 15 provinces with particularly difficult socio-economic conditions, with a total investment capital of up to 110.6 million USD (including 88.6 million USD in loans, 12 million USD in non-refundable aid and 10 million USD in domestic counterpart capital).
To date, the program has achieved many impressive results: completing the construction of 166/273 new medical stations, repairing and upgrading 211/277 stations, and equipping 354 stations with medical equipment - helping to significantly improve working conditions for medical staff and enhance the quality of medical examination and treatment at the grassroots level.

Dong Nai - one of the localities benefiting - has built 20 new medical stations, repaired 25 stations, and invested in modern equipment, helping to improve the efficiency of management and medical examination and treatment services at the grassroots level.
The program also focuses on human resource training, with a series of intensive training courses for nearly 900 health workers on family medicine, non-communicable disease management, cancer screening and disease prevention. More than 4,300 people in Tuyen Quang and Soc Trang received free screening – a clear demonstration of the program’s effectiveness.

Regarding disbursement progress, the program has disbursed VND 1,460 billion in ODA loans (72% of the plan) and nearly VND 169 billion in counterpart funds from localities. It is expected that by the end of 2025, the program will reach about 91% of the set target.
With the results achieved and commitments from all parties, the ADB program not only contributes to improving grassroots health care, but also affirms the strategic role of community health in the new development stage.
