
Policy credit, a solid support for the poor
As of September 30, 2025, the total operating capital of the Hau Giang Social Policy Bank Transaction Office reached more than 578 billion VND, of which the central capital was nearly 499 billion VND, the mobilized capital for interest rate compensation was more than 69 billion VND, and the local capital was more than 10 billion VND. Loan turnover in 9 months reached 163 billion VND, with more than 3,000 households borrowing, focusing on the following programs: poor households, near-poor households, newly escaped poverty households, clean water, rural environmental sanitation, social housing and job creation. Currently, the total outstanding debt reached 577.7 billion VND, with more than 9,200 customers with outstanding debt. Credit quality is guaranteed, overdue debt accounts for only 0.38% and frozen debt accounts for 0.48% of total outstanding debt at a low rate.
The role of trust activities through four socio -political organizations continues to be promoted, with more than 200 savings and loan groups, of which 80% are classified as good. Associations and unions such as the Women's Union, Farmers' Association, and Veterans' Association play a core role in propagating, guiding and inspecting the proper use of capital, ensuring that policy capital flows truly become a driving force for sustainable development at the grassroots level.
Mr. Nguyen Minh Vuong, Deputy Director of the Social Policy Bank of Can Tho City, said: “Policy credit is a lifebuoy that helps the poor and vulnerable groups have the opportunity to rise up. Through livestock and crop models such as raising pigs, cows, fish or growing pineapples, many households have escaped poverty, stabilized their lives and contributed to the development of new rural areas.”

Reality in localities shows that the effectiveness of policy capital has been affirmed through hundreds of small business production models, creating sustainable livelihoods for people.
In Vi Tan ward, Can Tho city, Ms. Vo Thi Xuan’s family used to be poor and was given a loan from the Social Policy Bank to buy breeding cows. After several years of diligent care, her herd of cows has grown well, reproduced regularly, helping the family gradually stabilize their income and prepare to escape poverty. “Thanks to the State’s capital support, I have the conditions to do business, and my family’s life is getting better and better,” Ms. Xuan shared.
Mr. Nguyen Van Hung, Head of Area 14, Vi Tan Ward, said that previously, the ward had 5 poor households and 41 near-poor households. By 2025, there would be no more poor households, only 19 near-poor households, most of which had effective production plans thanks to policy loans.
He emphasized: “People have changed their business mindset, boldly invested in livestock and crop farming, and escaped poverty sustainably. This is a clear result of the local policy credit program.”
In Vi Thanh ward, Can Tho city, Mr. Huynh Van Duc was able to borrow 80 million VND to develop pig and fish farming. “The timely capital helps me expand my scale and have a stable income. I am trying to do well in business to pay off my debt soon,” Mr. Duc added.
Joining hands for sustainable development goals
According to statistics, in Can Tho, over 80% of outstanding policy credit serves the agricultural and rural sector, in which many small-scale livestock and crop farming models have brought about clear economic efficiency. Policy credit not only helps people have capital to invest in production, but also contributes to shaping new economic thinking, shifting from fragmented production to commodity production and linking product consumption.

However, the Can Tho City Social Policy Bank also acknowledged some difficulties, especially in people's awareness and production skills. Some borrowers do not understand the techniques, sometimes following trends, leading to low efficiency.
To overcome this, the bank has coordinated with associations, unions and local authorities to organize training and technical guidance before disbursement, helping borrowers master production processes and improve capital efficiency.
In addition, post-loan inspection and supervision work is regularly carried out. Socio-political organizations are responsible for supervising from the stage of document preparation, disbursement to the process of capital use, ensuring that State capital is used for the right purpose, for the right subjects and to maximize social efficiency.

According to Mr. Nguyen Minh Vuong, by the end of 2025, the transaction office plans to disburse an additional VND3 billion to those in need and with feasible plans, with priority given to poor and near-poor households with conditions to develop production. “Policy credit capital always aims at the goal of 'leaving no one behind', contributing to stabilizing people's lives and building new rural areas in the locality,” he said.
Debt collection has achieved good results, with low overdue debt ratio. The transaction office is considered one of the units with stable and highly effective credit operations in the Social Policy Bank system in the Mekong Delta region.
Not only providing capital for production, Can Tho City Social Policy Bank also participates in many local socio-economic development projects, especially in programs to eliminate hunger and reduce poverty, ensure social security and develop green agriculture. Policy credit capital is considered an important economic tool to implement the Resolutions of the Can Tho City Party Committee, contributing to the successful implementation of sustainable development goals.
