Nearly a hundred investors interested in renovating old apartments in Hanoi

After the city issued a project to renovate old apartment buildings, nearly 100 investors expressed interest, said Deputy Director of the Hanoi Department of Construction Mac Dinh Minh.

On the afternoon of January 19, at the regular press conference of the Hanoi People's Committee, the progress of renovating old apartment buildings in the area and the collection of opinions on detailed planning tasks in a number of old apartment buildings were raised.

Deputy Director of the Department of Construction Mac Dinh Minh said that Hanoi has issued a project to renovate old apartments with 6 implementation plans. The Department of Construction is the standing agency to implement the project. After the Department publicized the project, many investors showed interest. However, Mr. Minh did not specifically name any major investors.

Regarding the progress of renovating old apartment buildings, Mr. Minh said that the first phase will be implemented in 10 areas, including 4 level D areas. To renovate, the first task is to inspect and plan. The Department of Construction has approved the inspection task for 1,022 old apartment buildings. Of which, the Department of Construction directly inspected 126 buildings, and districts have submitted inspection documents for 47 buildings to the Department.

In the coming time, the Department will announce 53 results of inspection of old apartment buildings, in addition to the apartment buildings that have announced the results before. After inspection and planning implementation, the Department will develop coefficient K (compensation coefficient) and criteria for selecting investors according to regulations.

According to the leader of the Department of Construction, the content related to the construction of coefficient K and the selection of investors will be specifically guided by the Department of Construction and will soon be authorized to districts to implement to speed up the renovation progress of old apartments.

Regarding the proposal of Dong Da district to increase the height of Trung Tu collective to 48 floors, whether it conflicts with the policy of limiting high-rise buildings in the inner city or not and what criteria were used to make the above proposal, the spokesman of Hanoi People's Committee, Truong Viet Dung, requested the Department of Planning and Architecture to respond in writing.

Currently, Dong Da district is seeking public opinion on the detailed planning task of renovating and rebuilding Trung Tu apartment buildings, at a scale of 1/500. Accordingly, the district proposes to maintain the minimum height of 2 floors, but for the maximum height, it proposes to double the number of floors in the previous subdivision planning, from 24 to 48 floors.

According to statistics up to 2020, Hanoi has more than 1,500 old apartment buildings, including nearly 1,300 houses in 76 apartment complexes. In addition, the city also has 306 independent old apartment buildings, built from 1960-1994 and before 1954. Since 2005, Hanoi has started to renovate old apartment buildings. However, due to some shortcomings and policy changes, to date only 19 projects have been completed and put into use (accounting for 1.2% of the total number of old apartment buildings) and 14 projects are under implementation.

In the 2021-2025 period, the city plans to renovate 10 old apartment buildings, including four level D buildings - dangerous level, at risk of collapse, requiring urgent evacuation of residents, including: Giang Vo, Thanh Cong, Ngoc Khanh, the house of the Ministry of Justice ; and 6 areas that are feasible for renovation: Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan.

Hanoi's policy is to socialize the renovation of old apartment buildings. The State will only renovate apartments using the budget in cases where the apartment building is State-owned and subject to demolition (due to fire, natural disasters, or expiration of its term); and a project investor cannot be selected.
