The People's Committee of Ho Chi Minh City has just approved a project to renovate and rebuild old, damaged and degraded apartment buildings in Ho Chi Minh City.

According to the project, in Ho Chi Minh City there are currently 474 old apartment buildings built before 1975, inspected since 2016. To date, 16 apartment buildings have been identified as level D (severely damaged, dangerous).

Most of the apartment buildings have deteriorated due to their age of more than 50 years, encroachment and expansion have increased the load without maintenance or repair, affecting the load-bearing structure, causing unsafety. Of these, 467 apartment buildings (98.52%) have a height of 8 floors or less and 355 apartment buildings (74.89%) have a site area of ​​less than 1,000m2.

The apartment ownership situation is complicated, including private ownership, state ownership for lease, along with encroachment and illegal transfer. The technical system is seriously damaged, the living environment is unsanitary. Most residents have low incomes and are not fully aware of the rights and obligations of apartment owners or users.

In the 2016-2020 period, the old apartment building renovation and reconstruction program achieved some important results, especially in quality inspection and repair, helping to orient the next plan and slow down the rate of deterioration. This success is mainly due to the efforts of the government from the city to district levels.

However, the overall results have not met the set targets, especially for class D apartments, not meeting the needs of urban beautification and people's expectations.

For apartment buildings built from 1975 to 1994 (Apartment Group 1994), these apartment buildings have complicated ownership and usage status, and are managed by many agencies and units, causing difficulties in accessing, counting and assessing quality.

Similar to Apartment Group 1975, 53 apartments in Apartment Group 1994 are located in districts such as District 1, 3, 4, 5, 7, 10, 11, Tan Binh, Tan Phu, Binh Thanh and Thu Duc City. These apartments are of diverse sizes, different in number of floors and area. Of which, 52 apartments (accounting for 98%) are low-rise (≤ 8 floors), and 33 apartments (accounting for 62%) have small land area (≤ 1,000 m²).

According to the approved project, Ho Chi Minh City strives to basically complete the preparation work for renovating and rebuilding pre-1975 apartment buildings and apartment buildings built from 1975 to 1994 by 2030. Basically complete the repair, upgrade and reinforcement of grade B and grade C apartment buildings built before 1975.

With 16 D-class apartment buildings, Ho Chi Minh City aims to complete the construction of 7 new severely damaged and dangerous apartment buildings that have been relocated and dismantled. At the same time, complete the construction of 9 new severely damaged and dangerous apartment buildings that have not been relocated or have been relocated in the middle, and additional apartment buildings.
