The core, contemporary values of "Outline of Vietnamese culture"

Briefly and concisely, the Outline clearly expressed the viewpoints, goals, mottos, and principles that national culture should aim for, which are "nationalization, popularization, and scientization " with inseparable dialectical unity, accurately reflecting the reality and urgent needs of the Vietnamese cultural movement at that time.

The outline affirmed that “Vietnamese national culture will be freed from its shackles by the victorious democratic revolution and will catch up with the world’s new democratic culture”; that became a reality when the August Revolution succeeded, giving birth to an independent Vietnam and Vietnamese culture was truly free and took off. The outline had the power to attract, gather, and unite all classes of people, especially intellectuals and artists, to open awareness, arouse patriotism, the spirit of independence, the will to be self-reliant, and actively participate in the revolution to liberate the nation and build a new culture.

Dr., Journalist Nhi Le, former Deputy Editor-in-Chief of Communist Magazine, affirmed: The 1943 Vietnamese Cultural Outline was the first platform of the Communist Party in the cultural field. The newest point of that culture was determined to be built on the basis of a new socio -economic form, led by the Party, and to become a "front" that communists must grasp, lead and make it serve the social revolution, which is a step forward in the Party's awareness of culture. In that context, raising these issues, turning them into ideas to advocate for a new culture, which did not yet exist or, more precisely, was only in its infancy but had already demonstrated its vitality, was a creation of the Party because only by raising such directions could it be possible to gather forces, and the 1943 Vietnamese Cultural Outline became the first, important, and only document that had the effect of gathering a very large force of people with progressive ideas at that time in the Cultural National Salvation Front.

The Party's viewpoints and policies on building and developing culture and people in the renovation period have been gradually supplemented, developed and increasingly perfected. Thoroughly grasping and implementing the Party and State's guidelines and policies, the province has been focusing on building and developing culture and people to meet the requirements of comprehensive and sustainable development. Notably: The quality of the cultural environment has been constantly improved; the construction of cultural life has achieved many important results; the movement "All people unite to build a cultural life" associated with the campaign to build new rural areas and civilized urban areas has been widely deployed; cultural institutions from the province to the grassroots have been gradually invested and perfected; the work of managing, preserving, restoring and promoting the value of historical - cultural relics, intangible culture, traditional culture has been promoted...

After 82 years, the core and contemporary ideas of the "Outline of Vietnamese Culture" still retain their value, contributing to the orientation of the cause of building and developing Vietnamese culture in general, and Tuyen Quang province in particular, to be advanced, imbued with identity, meeting the requirements of the new era, the era of national growth.
