Director and deputy director of Inspection Center 81-05D were arrested for receiving bribes of more than 500 million VND

(GLO)-On May 30, the Investigation Police Agency of Gia Lai Province Police and the Provincial People's Procuracy organized the execution of the decision to prosecute the accused, the warrant to search the residence and workplace, and the order to temporarily detain the accused Tran Minh Luong (born in 1970), Director, and Le Dinh Vuong (born in 1982), Deputy Director of the Motor Vehicle Inspection Center 81-05D, for the act of receiving bribes to inspect the technical safety and environmental protection quality of motor vehicles.

Accordingly, on May 22, 2023, the Gia Lai Provincial Police Investigation Agency ( Economic Police Department) issued a Decision to prosecute a criminal case on the crime of accepting bribes, which occurred at Center 81-05D of Cao Nguyen Registration Company Limited; address lot C50, Dien Phu Industrial Cluster, village 3, Dien Phu commune, Pleiku city. At the same time, a decision was issued to prosecute the accused, a warrant to search the residence and workplace, and an order to arrest the accused for temporary detention. By May 30, 2023, the Gia Lai Provincial Police Investigation Agency and the Provincial People's Procuracy had organized the implementation of these decisions.

Through research, previously, the whole province had only one inspection center under the management of the Department of Transport. In 2007, this center was equitized, the Ministry of Transport licensed Gia Lai Transport and Construction Joint Stock Company to manage and operate.

In 2016, the Ministry of Transport (MOT) allowed the full socialization of vehicle inspection centers instead of partial socialization (enterprises invest in facilities, the Vietnam Register arranges human resources) as before. Then, in 2018, the MOT continued to remove the planning of vehicle inspection centers by locality. These are two key factors to promote the implementation of the policy of socializing motor vehicle inspection activities and attract the interest of investors in this field.

After the policy of fully socializing the inspection centers, there are 3 motor vehicle inspection centers in the province including: Motor Vehicle Inspection Center 81-02D (Bien Ho commune, Pleiku city), Gia Lai Province Motor Vehicle Inspection Company Limited 81-03D (Chi Lang ward, Pleiku city), Motor Vehicle Inspection Center 81-04D (Dak Po town).

By early 2020, the Vietnam Register issued the Certificate of eligibility for motor vehicle inspection activities No. 8105D/DKVN-1 to Cao Nguyen Register Company Limited (code 81-05D). This inspection center is contributed by 2 members: Mr. Tran Minh Luong contributed 3.57 billion VND (equivalent to 51%) and Mr. NTP contributed 3.43 billion VND (equivalent to 49%). After being granted the certificate, the Center officially went into operation from August 6, 2020, with 2 type II inspection lines (inspecting motor vehicles with a mass distributed on each single axle up to 13 tons).

When it came into operation, the 81-05D Motor Vehicle Inspection Center took advantage of the situation to commit illegal acts. According to the investigation results of the Provincial Police Economic Police Department, from 2021 to 2022, during the process of inspecting motor vehicles, the defendants Tran Minh Luong and Le Dinh Vuong received money from many individuals to legalize the acceptance records of technical safety and environmental protection of motor vehicles in violation of the law.

According to Gia Lai Newspaper, it was initially determined that two subjects had received bribes of more than 500 million VND from individuals and organizations to legalize registration documents for road motor vehicles.
