On the morning of October 7, leaders of Hanoi City and a number of departments and branches inspected and directed the response to heavy rain in the area.

At Cau Nga pumping station (draining water for Xuan Phuong ward and some inner-city areas), Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen, Deputy Head of the Standing Committee of Hanoi Civil Defense Command, came to inspect the operation of the pumping station.

Hanoi leaders requested wards and communes to continue strictly implementing the direction of the central government and the city, focusing on the task of responding to rain, floods, and inundation caused by storm No. 11.

For flooded and isolated areas such as the Red River delta (Hong Ha ward, Minh Chau commune) and areas affected by floods in Xuan Mai, Phu Nghia, Quang Bi, Tran Phu, Hoa Phu...), Mr. Nguyen Manh Quyen requested units and localities to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of deep flooding; organize guarding, controlling, and guiding safe traffic, especially at culverts, spillways, and areas with fast-flowing water.

At Phan Huy Chu High School, Dong Da Ward, online classes were conducted seriously and effectively. Support and guide people in flooded areas

On October 7, Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai issued an official dispatch on proactively responding to heavy rain and floods caused by storm No. 11.

Specifically, due to the influence of the weakened low pressure circulation from storm No. 11, combined with wind convergence developing up to 5,000m, on the night of October 6 and the morning of October 7, many areas in the city had heavy to very heavy rain.

Due to the ongoing impact of natural disasters, rain, floods, and inundation from storm No. 10; water levels in rivers, lakes, and drainage systems are high; in the city, especially in the inner city, many localized flooding continues to occur, greatly affecting people's lives. In addition, there are risks of major floods, flash floods, and landslides.

Therefore, the City Civil Defense Command requests that the City's departments, branches, sectors, and People's Committees of wards and communes continue to strictly implement the Central and City's instructions on disaster prevention, control, and search and rescue in the past time.

Units are required to focus on monitoring and updating weather developments, natural disasters, incidents, especially floods, landslides, and floods on rivers; direct and coordinate with media agencies to strengthen information and communication work, accurately, promptly, and fully to local authorities and people to proactively prevent, respond, and overcome consequences.

At the same time, continue to concentrate maximum human resources and equipment to deploy response and remedial work according to functions, tasks and areas of responsibility for incidents and impacts of landslides and floods, especially urban floods that have occurred, to minimize damage caused by natural disasters; pay attention to ensuring the safety of people's lives and property and coordinate the operation of drainage systems in urban and suburban areas to ensure continuity, flexibility and timeliness.

Strengthen the work of inspecting the area, arranging forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; be ready with rescue forces and means to respond to bad situations that may continue to occur.

Organize the on-duty seriously, promptly report on weather, natural disasters, incidents, impacts, damages and prevention, response and overcoming of consequences to the Office of the City Civil Defense Command, Department of Agriculture and Environment according to regulations.
