On October 17, 2025, the National Assembly Standing Committee officially passed a resolution on environmental protection tax (EPT) rates for gasoline, oil, and grease. Accordingly, from now until December 31, 2026, tax rates will continue to be reduced by 50% compared to the old tax bracket prescribed in Resolution No. 579/2018/UBTVQH14 (except for aviation fuel). Specifically, gasoline (except ethanol) is 2,000 VND/liter; diesel, fuel oil, and lubricants are 1,000 VND/liter; kerosene is 600 VND/liter; grease is 1,000 VND/kg.


According to the Ha Tinh Tax Department, the policy of reducing environmental protection tax on gasoline, oil, and grease has been applied since April 2022 and continues to be maintained until now. With this policy, in the first 10 months of 2025, Ha Tinh is expected to reduce budget revenue by more than 800 billion VND. On the positive side, the policy directly contributes to reducing retail gasoline prices, helping to reduce cost pressure for people and businesses and stabilize market prices in the context of many unpredictable fluctuations in the world economy .
Receiving the news that the National Assembly kept the tax rate for environmental protection tax on gasoline, oil, and grease unchanged, the business community in Ha Tinh was extremely happy and excited. Especially for businesses operating in the transportation sector, this is truly a "lifesaver" in the context of not recovering from the COVID-19 pandemic.


Mr. Nguyen Huy Khanh - Director of Van Truyen Company Limited (Thanh Sen Ward) shared: "The company is operating 13 passenger cars on the Ha Tinh - Hue and Ha Tinh - Da Nang routes. On average, each day consumes about 1,500 liters of oil. Thanks to the tax reduction of 1,000 VND/liter, the company saves about 1.5 million VND/day. This is a practical support, helping us to survive the prolonged impact of the COVID-19 pandemic, maintain operations and ensure jobs for workers."
Similarly, at Ha Tinh Automobile Transport Joint Stock Company (Thanh Sen Ward), with an average consumption of 90,000 liters of oil per month, the company has saved up to VND90 million/month in tax to the State budget. "Fuel prices are always fluctuating, directly affecting business efficiency. The National Assembly's decision to keep the environmental protection tax rate unchanged in 2025 not only helps businesses reduce costs but also creates initiative in financial planning, while strengthening confidence in the flexible and timely management of the State", said Mr. Pham Tuan Anh, Deputy Head of the Administrative Organization Department, Ha Tinh Automobile Transport Joint Stock Company.

Not only transport enterprises, many enterprises operating in the manufacturing sector such as cement, steel, seafood, textiles, construction, etc. also benefit from this policy when input costs are still high. Reducing environmental protection tax and reducing gasoline prices help enterprises stabilize production costs, reduce price pressure, thereby stabilizing the domestic consumer market.
For petroleum businesses, maintaining low tax rates helps them reduce inventory pressure, limit financial risks when world oil prices fluctuate, and create more flexibility in adjusting retail prices.
Mr. Truong Doan Duc, Deputy Director of Petrolimex Ha Tinh Company Limited, said: “Environmental protection tax currently accounts for about 7-10% of the gasoline price structure. Maintaining the reduced tax rate helps businesses avoid cost shocks, ensure stable supply and better support customers. This is also a clear manifestation of the Government's policy of accompanying and sharing difficulties with businesses in the post-COVID-19 pandemic recovery period.”

The National Assembly’s decision to continue to maintain the 50% reduction in environmental protection tax is the right fiscal policy, especially in the context of the world economy still facing many potential risks. Not only does it help businesses cut production costs, the policy also contributes to stabilizing market prices, supporting consumption, and promoting economic recovery.
