Focus on disbursing public investment capital to achieve the set plan and targets

On the afternoon of October 23, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi chaired a working session with the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang on the implementation of tasks in the third quarter, directions and tasks in the fourth quarter of 2025.

Currently, the board is assigned to implement 285 projects, of which 139 projects are under construction and final settlement (80 basic construction projects, 59 land exploitation projects); 7 planning projects, 139 investment preparation projects.

The total capital plan assigned for investment in 2025 is 2,311,679 billion VND. As of October 20, 1,036,845 billion VND has been disbursed, reaching 44.85%; striving to disburse 50% of the plan by the end of October 2025.

In the health sector, the board is assigned to implement 27 projects. Currently, 2 projects are submitting investment proposal reports for appraisal; 5 projects are coordinating with the user unit and the Department of Health to establish investment policies; 1 project is requesting investment policies; 1 project has approved investment policies and is carrying out design selection procedures; 1 project is preparing an investment project; 3 projects are expected to start construction in 2025; 5 projects are under construction; 1 project is submitting for approval of investment project adjustments; 1 project is carrying out procedures to adjust and supplement design - estimates and 7 projects are carrying out final settlement work.

In the field of culture, sports and tourism, the board is assigned to manage 26 projects; of which 18 projects are undergoing investment preparation, 4 projects are expected to start construction in 2025 and 4 projects are under construction.

The education sector includes 34 projects, of which 30 projects are in the investment preparation stage and 4 projects are under construction. The progress of these projects is basically guaranteed according to the set plan.

At the meeting, the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works of Da Nang proposed that the city direct departments and branches to closely coordinate in investment preparation work; especially in appraising and giving comments on documents on investment policies, planning, land, environment and fire prevention and fighting.

For the construction phase, the committee proposed that the city assign the Department of Construction and relevant units to advise on measures to stabilize material prices, especially sand prices, to ensure project progress.

At the same time, the Department of Agriculture and Environment is requested to coordinate in surveying and proposing suitable dumping sites; reviewing and advising on soil and rock sources for construction.

Regarding site clearance, the committee proposed that the City People's Committee direct the Site Clearance Councils of localities to promptly complete procedures, approve compensation plans; speed up site clearance progress and disburse public investment capital.

In addition, the Land Fund Development Center and site clearance councils are required to increase public reception, promptly handle problems in compensation, support, resettlement, promptly hand over the site for construction implementation, and complete long-term projects...

In her concluding remarks, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi requested the Management Board to urgently review and evaluate the disbursement status for each project; classify projects according to disbursement level, on that basis, develop specific disbursement progress for each week, month, quarter and have specific and appropriate solutions to promote disbursement to achieve the set target.

Along with that, regularly monitor and urge the implementation of the public investment capital disbursement plan to detect problems, promptly resolve them, and ensure the completion of the disbursement of the assigned capital plan.

The Board closely coordinates with the City Land Fund Development Center and localities in site clearance work, promptly urges construction units to implement construction within the areas where the site has been handed over; reviews and prioritizes resources to direct implementation; develops detailed plans and implementation roadmaps for each project.

Along with that, improve the quality of the work of preparing, submitting for appraisal and approval of project investment proposal reports. Pay attention to the process of preparing the total investment estimate and compensation and site clearance costs to ensure that problems do not arise that prolong the project's progress, leading to waste in investment.

The Board needs to organize the selection of contractors in accordance with regulations; proactively research and fully update current legal documents and regulations, especially in the fields of health, education, science and technology, to promptly apply them in the process of selecting appropriate contractors...
