At the congress, in the discussion session, delegates listened to many enthusiastic and quality opinions of representatives of Party Committees contributing to the Political Report of the Central Military Commission for the 2020-2025 term presented to the congress. Opening the discussion session, Lieutenant General Tran Minh Duc, Deputy Secretary of the Party Committee, Director of the General Department of Logistics and Technology, delivered a speech focusing on the content of innovative leadership and perfecting methods of ensuring logistics and technology to meet the requirements of tasks in the new situation. In his enthusiastic speech, the Director of the General Department of Logistics and Technology highlighted the achievements and results achieved in logistics and technology work in the 2020-2025 period; proposed many solutions to ensure good logistics and technology for tasks, especially in new conditions and methods of combat.

The Presidium chaired the congress's official working session on the second day.

Lieutenant General Le Minh Thai, Deputy Secretary of the Party Committee and Director of the Military Technical Academy, discussed the content of building a smart, standardized, exemplary, modern school, attracting and training high-quality human resources to meet the requirements of building a modern Army. In his speech, the Director of the Academy presented many valuable results and experiences and proposed many important solutions to build the Military Technical Academy in particular, and the system of academies and schools in the Army in general, to become increasingly standardized, exemplary, and modern, meeting the requirements of training high-quality human resources to directly contribute to building a revolutionary, standardized, elite, and modern Army.

Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee, Deputy Secretary of the Party Committee, Commander of the Navy, gave a speech on the topic of leadership and direction in the struggle to protect sovereignty over seas and islands. In his speech, the Commander of the Navy summarized the results and outstanding achievements in implementing the central political tasks, drew valuable lessons; at the same time, proposed a number of key solutions to enhance the strength of maritime defense and offshore operations in the new situation.

Coming from Delegation No. 9, Major General Tran Vinh Ngoc, Party Secretary, Political Commissar of Military Region 7, presented a presentation that was close to the specific mission, which is also the work in which the unit has many strengths, namely: Leading local military and defense work, contributing to building a strong and modern national defense. In his presentation, the Political Commissar of Military Region 7 presented many good experiences, new and creative ways of doing things of the unit, and at the same time, proposed a number of measures to improve the quality of this work in the new situation, especially when the local government operates under a two-level model.

His speech highlighted the role and importance of the defense industry in the current period; the special attention of the leaders of the Party, State, Central Military Commission, and Ministry of National Defense to this field; summarized the outstanding achievements, especially the mastery of basic technology, core technology, research, and production of many modern weapons and equipment products for training, combat readiness, and dual-use products for defense and economy. At the same time, he proposed solutions to continue leading the improvement of defense capacity in the coming time, according to the motto of self-reliance, self-strengthening, dual-use, and modernity.

Delegates voted to approve the list of personnel to elect the Military Party Delegation to attend the 14th National Party Congress.

Speaking at the congress, Major General Le Xuan Thuan, Deputy Secretary of the Party Committee and Commander of the 12th Army Corps, spoke about the building of a revolutionary, disciplined, elite, modern, and highly mobile army corps, responding to new combat methods and suitable for the situation when implementing a two-level local government. The speech emphasized the important role of mobility in modern warfare, thereby proposing solutions to improve the quality of training, helping the army corps to be capable of successfully completing combat missions in all situations.

Major General Vu Hong Son, Deputy Secretary of the Party Committee and Commander of the Air Defense - Air Force, delivered a speech on the leadership of the Air Defense - Air Force in implementing combat readiness tasks. He proposed important groups of solutions to improve combat capabilities and build a "sustainable air defense dome" according to the above policy, meeting the requirements and tasks of protecting the Fatherland in the new situation.

On behalf of the Presidium, concluding the discussion content on the documents of the Central Military Commission submitted to the congress, General Phan Van Giang stated that at the congress, there were 9 direct presentations in the hall, 99 opinions expressed in groups. General Phan Van Giang summarized the main contents of the opinions of the delegates, focusing on evaluating the results and outstanding achievements in all aspects of work that the Central Military Commission and Party committees at all levels have led and achieved in the 2020-2025 term; pointing out the remaining limitations and lessons learned from the practical work of leadership, direction, deployment and implementation of tasks in each aspect of work.

At the same time, summarize the contributions and proposed solutions of delegates representing Party Committees in the direction, goals, and key leadership measures in the Political Report of the Central Military Commission to improve the quality of leadership, direction, organization, and implementation, determined to successfully complete the tasks of military and defense work, Party building work of the Army and other aspects of the entire army in the 2025-2030 term.

In addition to the above contents, at the morning working session, General Nguyen Tan Cuong, on behalf of the Presidium, directed the nomination and candidacy of personnel to participate in the election of the Military Party Delegation to attend the 14th National Congress of Delegates. At the congress, delegates voted to approve the official list of delegates, the list of the Ballot Counting Committee and the Head of the Ballot Counting Committee; at the same time, organized the voting to elect the Military Party Delegation to attend the 14th National Congress of the Party.

On the afternoon of October 1, the congress continued to implement the contents according to the proposed program.
