Arriving at the resettlement area of Hang Pu Xi village, Xa Dung commune, Dien Bien province, we saw the extraordinary efforts of the officers and soldiers of the units. The red dirt road leading to the resettlement area on the top of the mountain was slippery as grease. The road was narrow, the vehicles carrying materials could not reach the place, the forces had to gather dozens of tons of materials on the mountainside and divide into groups to carry them to the top. On the way, we met soldier Trinh Tien Dung, Infantry Battalion 1, Regiment 741, Dien Bien Provincial Military Command, working hard like a worker bee.

Soldier Trinh Tien Dung said: "Hang Pu Xi village is the most severely damaged village in Xa Dung commune in storm No. 3, when 24/70 houses were completely "wiped out". At the resettlement area, we have the task of building 20 new houses to hand over to the people. Regardless of the sun or rain, we encourage each other to try to complete the projects as soon as possible."

Leaders of Military Region 2 and Dien Bien province presented gifts to people at the inauguration ceremony of new houses built by soldiers.

Reaching the top of the mountain, the resettlement area appears like a large construction site. Everywhere you can see the silhouettes of soldiers in green uniforms working diligently and seriously. Some carry bricks, mix mortar, some push tricycles carrying materials, some weld and cut iron frames. The sound of labor makes the Northwestern mountains and forests bustling. Captain Tran Hai Quan, Political Commissar of Company 2, Battalion 1, Regiment 741, Dien Bien Provincial Military Command said: "Many soldiers are participating in construction for the first time, so they are still confused and not yet proficient at the job. But with high determination, working, learning and fixing at the same time, up to now, we are all familiar with the job, doing it well, and the work progress is getting faster and faster."

It is known that after 45 days of "lightning-fast" construction, 600 officers, soldiers, militia and self-defense forces of Dien Bien Provincial Military Command, Regiment 82 (Division 355), Warehouse K79 (Department of Logistics and Engineering of Military Region 2) have worked more than 26,000 working days, together with the forces of Dien Bien province to deploy and complete the construction, handing over all 321 houses to the people. Of which, 80 level 4 houses were newly built with a cost of 100 million VND/house and thanks to the efforts of the army.

Coming to the areas damaged by storms and floods in Son La province, we learned that here, 540 officers and soldiers of the Son La Provincial Military Command, Division 316 and the Logistics and Technical Department of Military Region 2 had completed the task of building 52 new houses, relocating 205 houses, and repairing 61 houses for people in the communes of Chieng So, Muong Lam, Bo Sinh, Huoi Mot, Muong Lan, and Sop Cop. The difficulty is that the number of houses that need to be urgently relocated to avoid the risk of flash floods and landslides is very large; the houses that need to be repaired or newly built are mostly scattered. Officers and soldiers of the units had to work hard to transport construction materials and perform the construction.

Lieutenant Colonel Phan Kim Hoa, Deputy Chief of Staff of Regiment 754, Son La Provincial Military Command, in charge of the forces of the housing construction unit in Chieng So commune, said: When the flood came, Mr. Deo Van Dan's stilt house completely collapsed due to the slope behind the house collapsing. Pitying Mr. Deo Van Dan, his wife, and their youngest child, who had to sleep on the ground, eating and living temporarily at the village's cultural house, as soon as the site was available, officers and soldiers of Regiment 741 actively worked in "3 shifts, 4 shifts", overcoming the sun and rain, completing the house in just over a week for his family to move in.

Leaders of Military Region 2 inspected and encouraged officers and soldiers working at the resettlement area of Hang Pu Xi village, Xa Dung commune, Dien Bien province.

After completing the house for Mr. Deo Van Dan, the officers and soldiers of Regiment 754 moved to build all the houses assigned to them in the commune. At the moment of parting, holding Lieutenant Colonel Phan Kim Hoa's hand and looking up at the new house, Mr. Deo Van Dan tearfully said: "When the flood passed, it seemed like my family would not be able to survive. But thanks to the help of the soldiers and the local government, now the soldiers have built us a new house, we are very grateful to the soldiers!"

With great efforts, overcoming difficulties, and all for the people, after nearly two months of urgent and responsible construction, more than 540 officers and soldiers have worked nearly 23,000 working days with local forces to complete the task of building new, relocating and repairing 318 houses for the people, exceeding the plan and schedule, ensuring good quality.

Major General Nguyen Van Xuan, Deputy Commander of Military Region 2, affirmed that in recent times, officers and soldiers of the units have carried out their tasks under very difficult conditions. However, with the spirit of youth vanguard, serving the people, "wherever the people are in trouble, there are soldiers", the forces of Military Region 2 are always determined, united, and organize construction ahead of schedule, ensuring quality. The solid houses built by the hands of young soldiers of Military Region 2 are like green shoots of hope in the mountains and forests of the Northwest, adding confidence and motivation for people to feel secure in working and producing, and rising up in life.
