In previous terms, there were usually three reports: a political report, a socio-economic report, and a Party building report. However, in this term, the Politburo agreed to integrate the three reports into a political report, with appendices.

The necessary integration

This is not a patchwork, but this general political report clearly demonstrates the content, depth, and system in all three aspects of politics, socio -economy, and Party building.

Such integration also helps when monitoring to visualize the overall, systematic, and consistent information in one report instead of reading this report and sometimes having to look in another report.

At the same time, avoid possible duplication between reports as before.

More importantly, in recent times, it has been a reality that many cadres, even leaders, are reluctant to read documents, and even read them but do not fully absorb them.

Therefore, the Politburo 's viewpoint in this term's document is to write concisely, succinctly, easy to understand, easy to remember, easy to implement, which will facilitate leaders and managers from central sectors to provinces, communes and especially the people in accessing and implementing.

It is necessary to clearly see that the ultimate goal of the document is implementation, execution, so the consolidation of reports is a very correct policy to clearly demonstrate the Party's viewpoints, policies, and guidelines to focus, unify, and implement...

Focus on implementation

Another notable new point is that this time there has been strong innovation and improvement in the implementation organization - a step that was previously often assessed as limited and weak.

Accordingly, this time, along with the draft political report, the draft congress resolution also includes a draft action program of the Central Executive Committee to implement the congress resolution.

The action program sets out important, strategic tasks, projects, and works for the 2026-2030 period. At the same time, it assigns specific responsibilities, clearly defines resources, progress, and necessary conditions for implementation.

For example, in establishing a new economic growth model, restructuring the economy, and promoting industrialization and modernization, the draft action program has outlined many important tasks.

Such as building and implementing a master plan to establish a new growth model, restructuring the economy, taking science and technology, innovation and digital transformation as the main driving force.

Develop and implement the Project to build an independent and self-reliant economy associated with proactive international integration; focus on improving production capacity of a number of strategic industries, moving towards self-reliance, autonomy, and self-reliance in science and technology...

Or in the management and effective use of resources, environmental protection, proactive adaptation to climate change also put forward many requirements. Such as building and implementing a project to basically handle the air pollution situation in Hanoi and Ho Chi Minh City...

As for strongly promoting the people's role as the subject, socialist democracy and the strength of great national unity, the action program also clearly states the tasks that need to be carried out.

Including building mechanisms and policies to effectively implement the motto of people knowing, people discussing, people doing, people inspecting, people supervising, people benefiting...

The General Secretary has repeatedly emphasized the need to use results as a measure and they must be specific, substantial, and measurable, not just through formal reports.

Therefore, such a specific and clear action program is a very important basis for Party committees at all levels, sectors and localities to carry out their assigned functions, tasks and powers, contributing to the successful completion of the goals set out by the 14th Congress.

Clarifying the goals of the new era

Another important content is that the Party has determined that the 14th Congress will mark a historical milestone entering a new era. Therefore, the draft Political Report and documents submitted to the 14th Party Congress, which were consulted by the people, have clarified the goals of the new era.

In particular, the draft sets out the goals to move towards two 100-year goals in 2030, the 100th anniversary of the Party's founding, and 2045, the 100th anniversary of the country's founding.

Specifically, maintaining a peaceful and stable environment; rapidly and sustainably developing the country and firmly protecting the Fatherland; comprehensively improving and enhancing people's lives; being strategically autonomous, self-reliant, self-confident, and advancing strongly in the nation's new era; successfully achieving the goal of becoming a developing country with modern industry and high average income by 2030.

Realize the vision by 2045 of becoming a developed, high-income country for a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, firmly advancing towards socialism.

It sets out specific targets, striving to achieve an average gross domestic product (GDP) growth rate of 10% or more per year for the 2026 - 2030 period, with GDP per capita reaching about 8,500 USD by 2030...

Institutional building and improvement

To achieve that goal, a series of innovations, especially institutional reforms, are needed. Therefore, this document has a separate section on perfecting institutions to serve development goals.

At the same time, the draft emphasizes continuing to strongly innovate and create breakthroughs to soon complete the synchronous institution of developing a socialist-oriented market economy, with State management and under the leadership of the Party.

Building and perfecting appropriate institutions to establish a new growth model, restructuring the economy, promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force.

Developing the state economy effectively, truly playing a leading role in ensuring major balances, leading and orienting strategies; developing the private economy is the most important driving force of the economy...

Notably, the draft also adds that environmental protection is an important, vital, and central content associated with socio-economic development.

Besides, the requirement of developing human culture as the foundation, strengthening national defense and security and adding foreign affairs content is essential and regular...
