Tuoi Tre Online introduces comments on the 14th Party Congress documents by economic expert Nguyen Hoang Dung (Chairman of Leadership Training and Sustainable Development Services Company):
The draft political report submitted to the 14th National Party Congress has opened up a bold vision, in which GDP growth averages over 10%/year, with per capita income reaching 8,500 USD by 2030.
These are numbers that have never appeared in any five-year plan since Doi Moi; they are not only economic targets, but also challenges to the country's institutions, leadership team and governance capacity in the new era.

To achieve double-digit growth in an uncertain world, Vietnam cannot rely solely on the efforts of individual sectors or localities.
What is needed is a resilient institution where all human, business, scientific, etc. resources are unleashed and operated in a clear, transparent, and accountable policy space.
The 10%/year target is not a matter of adding a few percentage points, but a qualitative leap in the economy.
To do so, we cannot only improve the management apparatus, but must "redesign" it in a constructive spirit.
As the world is entering the race for artificial intelligence, green energy and digital value chains, Vietnam must shift from a low-cost economy to an economy based on innovation, data governance and knowledge productivity.
But the most important foundation of all changes is still people. For the first time, the criteria of "virtue - strength - talent" were set as the central axis in the strategic personnel work of the 14th Party Congress.
This is not only an emphasis on political morality or executive capacity but also an affirmation of physical and mental strength - the decisive factor for a generation of leaders to be able to complete the journey of innovation. A double-digit economy cannot be led by a safe mindset or tired capacity.
Being able to see the virtue to keep the faith, the talent to realize the vision, and the strength to persevere through global shocks. These are the three indispensable pillars of the leadership team in the period 2026 - 2030.
As the country aims to join the group of upper-middle-income economies, the human resource problem is no longer simply about selecting the right person through the right process, but about finding someone with strategic thinking, policy-making ability, and the courage to execute to the end.
