Faced with the complicated developments of storm No. 12 Fengshen, the General Staff requested the entire army to strictly maintain duty, proactively deploy forces and means to respond, ensure the safety of barracks and support the people.

The General Staff of the Vietnam People's Army has just issued urgent dispatch No. 5961/CD-TM dated October 19, 2025 on proactively responding to storm No. 12 in the East Sea.

On the afternoon of October 19, 2025, storm Fengshen entered the East Sea, becoming storm number 12 of 2025. At 4:00 p.m. on October 19, 2025, the center of the storm was at 15.2 degrees North latitude, 119.7 degrees East longitude, in the eastern sea area of ​​the North East Sea, with intensity of level 9, gusting to level 11. It is forecasted that in the next 24 hours, the storm will move northwest and may strengthen.

Implementing the Official Dispatch No. 18/BCĐ-BNNMT dated October 19, 2025 of the National Civil Defense Steering Committee, to proactively respond to storms and post-storm floods, minimizing damage to people and property of the people and the State, the General Staff requests agencies and units to strictly maintain the on-duty regime, proactively monitor and grasp the situation of storms and post-storm floods; deploy preventive measures to ensure the safety of barracks, warehouses, and works under construction; prepare forces and means to respond promptly and effectively when situations arise; ensure absolute safety of people and means when performing tasks.

Military regions 3, 4, 5, 7 direct the Military Commands of provinces and cities to coordinate with the Department of Agriculture and Environment and relevant agencies to advise local Party committees and authorities to continue to inspect and review response plans and options in accordance with reality; identify key areas of natural disasters, areas at risk of flash floods, landslides, rockslides, dykes, embankments, lakes, dams, areas at risk of flooding and isolation; coordinate with units to mobilize forces and means to help authorities and people evacuate households in dangerous areas to safe places; support people in strengthening houses, harvesting aquatic products, rice, crops, etc., to prevent unfortunate human losses due to carelessness and subjectivity.

The General Staff requested the Border Guard to direct the Border Guard Commands of coastal provinces and cities from Quang Ninh to Lam Dong to coordinate with local authorities, using all measures to inform about the storm's developments, continue to check, count, and guide ships, boats, and vehicles operating at sea or anchored to escape or not enter dangerous areas to storm shelters, ensuring safety.

The Vietnam Navy and Coast Guard direct their subordinate agencies and units to deploy safety measures; prepare forces and means for search and rescue when situations arise at sea and on islands.

The Air Defense-Air Force Service and the 18th Army Corps inspected and reviewed plans, strategies, organized forces and vehicles to be ready to conduct search and rescue flights and transport food and necessities to flooded and isolated areas when ordered.

The General Staff also reminded the 12th and 34th army corps, the Hanoi Capital, Artillery-Missile Commands and the army corps and arms to review and supplement plans and options suitable to the actual situation; closely coordinate with local authorities where troops are stationed and where missions are carried out, and prepare forces and means to participate in rescue when requested by the locality.

The Signal Corps directs units to ensure smooth communication for the Head of the Ministry of National Defense to direct and operate rescue work, especially in isolated areas.

The Military Industry-Telecoms Group coordinates with relevant agencies and units to ensure transmission lines and other necessary conditions to serve the Government and the Prime Minister in directing and operating civil defense; is ready to send forces and vehicles (flycam) to coordinate with military regions: 3, 4, 5, 7, to support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, and areas that are divided and isolated in order to provide early warning and take timely preventive measures.

The General Departments: Logistics-Technology, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storm No. 12; overcoming the consequences of rain, floods, landslides, rockslides; ensuring the safety of warehouses, factories, weapons and equipment; ensuring good logistics and technology to serve the work of responding to and overcoming the consequences of natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences when situations arise.
