Chairman of Hanoi City Tran Sy Thanh said at the 18th Congress of Hanoi Party Committee, term 2025 - 2030 when presenting the Draft Resolution on the Action Program to implement the Congress Resolution. Accordingly, in the term 2025 - 2030, Hanoi will carry out 10 key tasks.

Strongly innovate the capital's governance model in an advanced direction

Regarding institutions, governance and resource mobilization, the Resolution determines to strongly innovate the governance model of the Capital in an advanced, integrated and modern direction, shifting from a management mindset to a creative and service mindset. Building and perfecting synchronous institutions and specific policies for the development of the Capital associated with effectively implementing the Law on the Capital (amended).

Strengthen decentralization and clear delegation of authority along with responsibility and control; mobilize all economic sectors and resources (culture, human resources, land, finance, technology, digital resources, etc.) to develop the capital.

Second, regarding the development model, Hanoi establishes a new development model, promotes industrialization, modernization and develops the private economy into a leading force. Moving towards a knowledge-based economy, innovation and high added value.

Prioritize the development of high-tech industries, green technology, circular economy, and regional linkage chains. Forming three creative poles as guiding pillars: Heritage - Knowledge - Technology; exploiting and maximizing historical, knowledge and technological values; building Hanoi into a converging and spreading urban area - where the past, present and future intertwine and develop strongly.
