Attending the conference were leaders of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Ho Chi Minh City; representatives of some central departments, ministries and branches; literary and artistic associations, art units, press and publishing; along with many veteran artists and artists with many outstanding contributions to the City's literature and arts.

The conference comprehensively reviewed the 50-year development journey of the City's culture and arts after the country's reunification. Accordingly, the City's culture and arts have overcome many challenges and difficulties, continued to develop, accompanied, and strived to truly reflect the life of struggle, labor, and creativity of the City's people. The City's cultural and arts activities have been pioneers in the process of integration, innovation, and creativity while still ensuring the preservation of national identity, meeting the strategic requirements of building culture and arts in the new period.

However, the Ho Chi Minh City arts and culture sector still has many limitations and difficulties such as: At each point in time, there has not been a proper investment focus on developing arts and culture according to demand; large and prestigious works are not commensurate with the development process; some regulations on salary policies for artists have not created attraction, "retained" and nurtured talent; a number of staff and managers do not have in-depth expertise in arts and culture...

On that basis, the Ho Chi Minh City Party Committee has proposed tasks and solutions to develop the cultural industry, build a "cinema city" and a "festival city" in the future. Notably: Focusing on building, consolidating, arranging and perfecting cultural institutions; carrying out the work of preserving and promoting tangible and intangible cultural values ​​in the area; continuing to effectively implement the City's Cultural Industry Development Strategy...

At the conference, artists raised many issues, expressed their thoughts, wishes and concerns to the City leaders. In dialogue with artists, comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, requested the City Department of Culture and Sports to study and advise on the development of framework regulations, ensuring that they are both strict and clear but also extremely flexible to create conditions for artists to contribute.
