
Immediately after storm No. 10 "ended" its journey on the mainland of Ha Tinh, from early morning on September 29, along the central roads of Thanh Sen ward such as Ham Nghi, Xuan Dieu, Phan Dinh Phung, Ha Huy Tap, ... a large number of union members, members and people took action to overcome the consequences, focusing on cleaning up, restoring fallen trees, and at the same time decorating the billboards and celebrations to welcome the Provincial Party Congress.

Ms. Truong Thi Thu - Chairwoman of Thanh Sen Ward Farmers' Association shared: "Grasping the spirit of urgency and determination in overcoming the consequences of storm No. 10, we mobilized more than 60 members in the ward to clean up along Ham Nghi Street.
After the storm, many families suffered great property damage, but everyone is temporarily putting aside personal matters to focus on cleaning up the roads and public sanitation facilities. By the end of the day, we had basically completed the cleaning work on the roads under our responsibility, and at the same time, we had re-hung all the banners and posters welcoming the Provincial Party Congress.

In Duc Quang commune - a "flood center" area that is often heavily affected by storms and rains, many households have not yet had time to overcome the consequences of storm No. 5 caused a month ago, and now have to continue to "bear" the damage of storm No. 10.
Mr. Cao Van Hoc (Tien Phong village, Duc Quang commune) sadly said: “We are used to living in flooded areas, so we proactively reinforced our boats and houses before the storm. However, storm No. 10 had terrible destructive power and caused too much impact. My family has 3 boats that were damaged and sunk by storm No. 5, which were recently restored and repaired, and now they have to be repaired again. In addition, the roofing system, fences and many auxiliary works were also seriously affected.”

According to initial damage statistics, as of September 29, Duc Quang commune had 1,457 ancient trees fallen; 1,957 households, 10/10 schools, 2 medical stations had their roofs blown off; 15/23 villages outside La Giang dike, 100% of households in Tien Phong village were completely isolated due to the rapid rise of La river floodwaters.
Mr. Dang Giang Trung - Party Secretary, Chairman of the People's Council of Duc Quang commune said: "On September 29, the authorities and police force of Duc Quang commune promptly deployed work to overcome the consequences caused by storm No. 10. In particular, focusing on prioritizing the repair of essential infrastructure, cleaning up the environment, power grid corridors, traffic... to soon stabilize people's lives. Currently, the water outside La Giang dike is still rising, isolating more than 2,000 households. The local authorities are actively monitoring the area, proactively deploying remedial measures, the biggest priority is to ensure safety for the people".

In Thien Cam commune, storm No. 10 left behind heavy damage to infrastructure and people’s lives. The entire commune had 113 houses with completely blown-off roofs, 528 houses severely damaged and more than 2,300 other structures affected.
The sea dike in Xuan Nam village was eroded by waves, destroying more than 20 square meters. 11 schools, 14 cultural houses, many headquarters, loudspeaker clusters and household electricity systems were also seriously damaged.

Faced with that situation, local authorities have urgently implemented many remedial measures to stabilize people's lives.
Mr. Tu Tuan Phuong - Standing Deputy Secretary of the Party Committee of Thien Cam commune said: "We are prioritizing the repair of facilities at schools to ensure teaching and learning activities soon. At the same time, the electricity sector is coordinating with villages to urgently fix problems with power lines and poles, and at the same time instructing people to safely connect electric wires behind the meter to be ready when the grid is available. The locality also focuses on supporting poor households, policy households, and single-parent families to repair houses with damaged roofs, and at the same time, mobilizing people to participate in environmental sanitation and support each other to overcome difficulties."
Not only in the coastal area, in the mountainous commune of Vu Quang, storm No. 10 also caused heavy damage to the locality. According to Mr. Tran Nguyen Tho - Secretary of the Party Committee of Vu Quang commune, the locality is quickly restoring essential works such as schools and electricity systems to stabilize life. The commune has also mobilized all forces, from youth, armed forces, to the people to focus on overcoming the damage.

At this time, localities across the province are devoting all their efforts to overcoming the consequences of storm No. 10, with the top priority being to quickly clean up and repair essential works, and support severely damaged houses... The initiative and urgency of the entire political system has contributed to quickly stabilizing people's lives and focusing on restoring production after the storm.
