Hai Duong achieved many important results in streamlining the apparatus.

Comrade Nguyen Hong Son, member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, presented a summary report of the Provincial Party Committee's Standing Committee on the implementation of the Central Committee's conclusions on the arrangement and organization of the apparatus in the province's political system.

On the morning of April 4, at the 23rd meeting of the Provincial Party Executive Committee, the Provincial Party Standing Committee reported on the progress of implementing the conclusions of the Politburo and Secretariat on the arrangement and organization of the apparatus in the political system; the expected progress of the arrangement of administrative units at district and commune levels.

The Standing Committee of Hai Duong Provincial Party Committee has seriously implemented Conclusion No. 09-KL/BCĐ, dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18 NQ/TW of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, and the Central's directions and conclusions on streamlining the apparatus.

With the drastic participation of the entire political system, Hai Duong has achieved positive results in streamlining the organizational apparatus.

According to the report of the Provincial Party Standing Committee, compared to December 2024, by March 1, 2025, Party agencies, the Fatherland Front and socio-political organizations at the provincial level have reduced 3 Party Executive Committees and 8 Provincial Party Delegations; increased 1 Party Committee directly under the Provincial Party Committee due to the end of the activities of the Provincial Agencies Bloc Party Committee and the establishment of 2 Party Committees directly under the Provincial Party Committee; reduced 2 agencies directly under the Provincial Party Committee; reduced 2 departments, offices and equivalent units under the advisory and assisting agencies of the Provincial Party Committee.

Regarding the implementation of reducing leadership and management, the whole province has reduced 4 comrades of the Provincial Party Executive Committee who requested to retire before the age; reduced 4 comrades of leadership and management in the advisory and support agencies of the Provincial Party Committee who requested to retire before the age; reduced 2 comrades at the head level to deputy level who are cadres under the management of the Provincial Party Standing Committee; reduced 5 comrades at the head level and equivalent to deputy level.

For Party agencies, the Fatherland Front and socio-political organizations at the district level, 12 advisory and support agencies for the district-level Party Committee have been reduced due to the merger of the Propaganda Department of the district-level Party Committee and the Mass Mobilization Department of the district-level Party Committee into the Propaganda and Mass Mobilization Department of the district-level Party Committee; 1 comrade who is a Provincial Party Committee member and Secretary of the District Party Committee has applied for early retirement; 7 comrades who are leaders and managers of advisory and support agencies for the district-level Party Committee have been reduced; 12 comrades who are heads of advisory and support agencies for the district-level Party Committee have been reduced; 1 civil servant has applied for early retirement has been reduced.

For the local government sector at the provincial level, 5 departments have been reduced due to the merger of 10 departments into 5 departments; 29 organizations under the department have been reduced; 6 public service units under the department have been reduced; 5 department directors and 29 department heads have been reduced; 1 department and branch leader has been reduced due to early retirement applications.

Regarding the local government sector at the district level, the whole province reduced 24 departments due to the consolidation of departments; reduced 1 public service unit under the district People's Committee; reduced 24 department heads and equivalent positions under the district People's Committee. There are 27 leaders and managers at the district People's Committee level who have submitted applications for early retirement.

By April 1, 2025, the Department of Home Affairs had coordinated with the Department of Finance to advise the Provincial People's Committee to resolve early retirement and termination of employment for 83 people according to Decree No. 67/2025/ND-CP, Decree 178/2024/ND-CP and Decree No. 177/2024/ND-CP of the Government.
