At the conference, former city leaders expressed many opinions, focusing on the structure, content and orientation of the project. At the same time, they proposed mechanisms, policies, models and solutions to realize the construction of socialism; the criteria of socialist people in the context of Hai Phong integrating more and more deeply and entering a new stage of development - the stage of "The era of the country's rise".

In his concluding remarks, Secretary of the City Party Committee Le Tien Chau respectfully thanked and acknowledged the enthusiastic, intelligent and responsible comments of the former leaders of the city through the periods. The comments and exchanges are very important suggestions, contributing to supplementing and deepening the core arguments in the draft project.

According to the Secretary of the City Party Committee, in the process of implementing the renovation process, especially in the past decade, Hai Phong has made remarkable and comprehensive progress, affirming its role as an important growth pole of the North and the whole country. That achievement is an important foundation for Hai Phong to boldly build a project with long-term strategic orientation, in which people and socialism are the core of development.

At a time when the country is entering a new era, an era of national development, with the rich reality of Hai Phong, it is necessary to generalize the criteria and the typical value system of socialism and socialist people. On that basis, research and select typical models, but the key tasks that need to be carried out to build a civilized, modern, progressive, equitable city, with people as the center, the subject of development.

Along with that are specific tasks, solutions, effective and practical models and methods to develop the socio -economy, care for the material and spiritual life of the people from healthcare, education, housing, employment, living environment... to the need to enjoy culture and spirit.

Based on the results of the discussion, the Secretary of the City Party Committee assigned the Propaganda and Mass Mobilization Committee of the City Party Committee to continue to complete the project. In particular, it is important to continue to complete and clarify the criteria and system of values typical of the socialist people of Hai Phong; propose typical models to transform the criteria and system of values typical of socialism into reality, focusing on building a clean and strong Party associated with innovating the content and methods of operation of Party organizations, the government, the Fatherland Front and socio- political organizations with new development requirements; building an administration serving the people.

At the same time, specify models and solutions to care for people in the fields of health, culture, education, housing, employment, and living environment; evaluate the impact of each model, especially in the context of Hai Duong and Hai Phong merging.

The City Party Secretary requested that it is necessary to study and add to the project a mechanism to monitor, urge and evaluate the project implementation results.

The Standing Committee of the City Party Committee will continue to direct the implementation and coordinate with central agencies to expand scientific forums, exchange experiences, share models, and widely solicit opinions from the city's people; discuss at Party Congresses at all levels and the 17th City Party Congress, moving towards building Hai Phong into a model in building socialism associated with socialist people.
