Wider, longer in space and stature

Hai Phong City Party Secretary Le Tien Chau said that after the merger, Hai Phong will become a city with more than 4.6 million people, the fourth largest population and the third largest economy in the country. The city plays the role of a strategic international gateway in the Northeast of the country, a leading industrial, seaport and logistics center. In the context of the Fourth Industrial Revolution, along with the process of digital transformation, green growth and deep international integration, Hai Phong is opening up new development space, promoting innovation in leadership methods and improving the management capacity of the entire Party Committee and political system of the city.

Regarding infrastructure development, Hai Phong is promoting investment in a synchronous and modern infrastructure system, creating a foundation for socio-economic development. Key traffic routes such as coastal highways, belt roads, river bridges, deep-water seaports and international airports are being expanded, connecting effectively between regions. New urban systems, industrial parks and coastal economic zones are also being systematically planned, contributing to expanding development space and improving the quality of urban life.

Along with infrastructure development, Hai Phong promotes administrative reform, building e-government and smart cities. The merger of administrative units not only streamlines the apparatus, but also improves the effectiveness and efficiency of state management. Administrative procedures are digitized, shortening processing time, creating convenience for people and businesses. The spirit of service, responsibility and transparency are becoming new standards in public service activities.

Regarding investment attraction, with its strategic location and increasingly improved infrastructure, Hai Phong has become an attractive destination for domestic and foreign investors. The city has continuously improved its investment environment, promoted trade, and implemented flexible incentive mechanisms. Large corporations in the fields of processing, manufacturing, logistics, renewable energy, etc. have chosen Hai Phong as a strategic base, contributing to promoting economic growth and creating jobs for tens of thousands of workers.

The lives of Hai Phong residents after the merger have seen many positive changes. Urban infrastructure has been upgraded, public services have been improved, employment opportunities and access to education and healthcare have been increasingly expanded. Hai Phong is the only locality in the country with double-digit growth for 10 consecutive years. Growth quality has been improved; economic structure has shifted positively towards industrialization, modernization, digitalization, and greening (by 2025, the proportion of industry and construction will account for over 55% and the proportion of services will account for over 34%). Contributing significantly to financial security and national budget; Hai Phong city has continuously had budget revenue exceeding 100 trillion VND for 4 years; in total, Hai Phong's budget revenue (including Hai Duong) in 5 years reached about 670 trillion VND. Since the beginning of the term, Hai Phong city (old) has newly established 10 industrial parks, 13 industrial clusters, Hai Duong province has planned and built 8 new industrial parks and 24 industrial clusters. Total newly registered and increased FDI capital is estimated at 20.2 billion USD, 1.89 times higher than the period 2016-2020.

"One vision - One belief"

According to Hai Phong City Party Secretary Le Tien Chau, thoroughly grasping the direction of General Secretary To Lam: "One locality - One vision - One action - One belief", with the aspirational goal, GRDP growth in the 2026 - 2030 period will reach 13% or more, striving to reach 14%.

To realize this goal, the Hai Phong City Party Committee has identified 29 main targets, 5 strategic breakthroughs and 11 key tasks and solutions, which are pillars for the city's development model until 2030, with a vision to 2045. In particular, Hai Phong maximizes the potential and advantages of a seaport city and a regional economic center; expands development space, rationally organizes urban - industrial - service - agricultural space; links the industrialization and modernization process with the construction of a modern coastal city. At the same time, ensuring harmony between economic growth and socio-cultural development, associated with the task of maintaining national defense, security and sustainable environmental protection.

At the same time, the city restructures the economy towards modernity and sustainability; identifying science, technology, innovation and digital transformation as the main driving forces. Strongly develop high-tech industries, logistics services, marine economy, clean energy and high-tech agriculture. Maximize all resources, prioritize investment in developing strategic infrastructure, especially digital infrastructure, inter-regional transport infrastructure, seaports, airports, energy infrastructure and smart cities.

Develop culture on par with the economy; promote the tradition of "Heroic Port City - Cultural Eastern Land"; attach importance to education - training, healthcare and social security; continue to implement the policy of "Investing in social security and welfare one step ahead of economic development"; ensure that all people have access to and enjoy the fruits of development, no one is left behind.

Hai Phong strongly develops the private economy, especially the team of Hai Phong enterprises and entrepreneurs; arouses pride in the homeland, the spirit of entrepreneurship, creativity and the will to get rich legitimately. Create a favorable and transparent investment and business environment; create conditions for the private economy and the team of entrepreneurs to grow strong, have the capacity to participate deeply in the global value chain and play a core role in the economic development of the city.

At the same time, the city is perfecting its institutions in a creative, transparent and effective direction, considering it a strategic driving force for development. Building a modern and flexible urban government model, pioneering in testing new development models.

At the first Congress of the Hai Phong City Party Committee, term 2025-2030, held on September 27, Prime Minister Pham Minh Chinh directed that, along with the set goals, the City Party Committee should clearly identify the goal that Hai Phong must contribute more and be more worthy to join the whole country in successfully implementing the two 100-year strategic goals, bringing the country firmly into the era of rising up to develop richly, civilized, prosperous, happy, on par with the world powers.

To do that, Prime Minister Pham Minh Chinh suggested that Hai Phong must continue to strongly innovate its thinking, raise awareness - "look far, look wide, think deeply, do big"; value time, intelligence and timely decisiveness; be more determined, make greater efforts, act more decisively; maintain its pioneering role as a locomotive, a driving force for development and a major economic center of the region and the whole country.
