Recently, the People's Committee of Hai Phong city issued a Decision approving the Urban Development Program of Hai Phong city towards 2040, with a vision to 2050.

Accordingly, by 2025, Hai Phong's urbanization rate will reach about 60-70%; The total urban population density will be from 2,000 people to 3,000 people/km2; The ratio of urban construction land to the total natural land area of ​​the whole city will reach 31% - 32%. The ratio of traffic land to urban construction land in the inner city and inner town areas will reach 16% - ≥ 24%. By 2040; the urbanization rate will reach about 80% - 86%; Expand the central urban area to Cat Hai district, establish Cat Hai district (urban area on the island); The inner city area includes 10 districts: Le Chan, Hong Bang, Ngo Quyen, Kien An, Hai An, Duong Kinh, Do Son, An Duong, Kien Thuy and Cat Hai.
