(laichau.gov.vn) This morning (October 23), Comrade Tong Thanh Hai - Permanent Vice Chairman of the Provincial People's Committee, along with representatives of the Department of Construction, Director of the Project Management Board for Investment and Construction of Civil and Industrial Works, Director of Lai Chau Electricity Company inspected the implementation of the investment project to build the Phong Tho Primary and Secondary Boarding School according to the Conclusion Notice No. 81-TB/TW of the Politburo.

Accordingly, Comrade Tong Thanh Hai - Permanent Vice Chairman of the Provincial People's Committee and the working delegation inspected the actual implementation of the project, listened to the investor and relevant agencies report on the project implementation.

After the field inspection, the working group worked with Phong Tho commune. The report at the working session showed that the planning work has been completed to date. Phong Tho commune has organized the overall adjustment of the master plan and detailed planning to serve the project implementation.

Regarding site clearance, the Provincial Land Fund Development Center in coordination with the Commune People's Committee has completed the measurement and inventory of the current status for 11 households and 2 organizations with a total recovered land area of ​​more than 61,500m², most of which is annual crop land and unused land. The Commune Government has held a meeting with the people, publicized the land price plan, and is expected to complete the approval of the compensation, support and resettlement plan in November 2025, ensuring that the clean site is handed over to the investor on schedule.

Concluding the meeting, Comrade Tong Thanh Hai - Permanent Vice Chairman of the Provincial People's Committee acknowledged the initiative and sense of responsibility of departments, branches and localities in implementing the project in the spirit of Conclusion Notice No. 81-TB/TW of the Politburo . He emphasized that this is a key project, of great significance to the cause of education and human resource development of Phong Tho commune, while contributing to improving the quality of life of people in the border area. He requested the investor and Phong Tho commune, relevant departments and branches to strengthen coordination so that the project can be implemented according to plan.

To ensure completion and put the project into use before August 30, 2026, the Standing Vice Chairman of the Provincial People's Committee requested the Project Management Board for Investment and Construction of Civil and Industrial Works to urgently complete the Feasibility Study Report and submit it to the Department of Construction for appraisal before October 30, 2025; proactively coordinate with relevant units in compensation, power line relocation, waste disposal arrangement and material supply. Request the Department of Construction to speed up the progress of document appraisal and submit it to the Provincial People's Committee for approval as a basis for PetroVietnam to transfer support funds. Lai Chau Electricity Company urgently moves the power line out of the project area before October 29, 2025. Request the Provincial Land Fund Development Center to coordinate with the People's Committee of Phong Tho commune to speed up compensation and site clearance. The People's Committees of Phong Tho and Khong Lao communes coordinate with the investor to determine the waste disposal location and create favorable conditions for construction.
