At the conference summarizing 25 years of implementing the movement (2001-2025) in mid-October 2025, Chairman of the People's Committee of Ca Mau province, Pham Thanh Ngai, affirmed the great achievements that have been made, and at the same time pointed out strategic directions for culture to truly become an endogenous resource for sustainable development.

From emulation movement to community vitality

Originating from the Party's major policy of "Building and developing an advanced Vietnamese culture imbued with national identity", the Movement "All people unite to build a cultural life" in Ca Mau has not only stopped at slogans but has become a widespread social movement with strong influence.

The Dam Doi-Cai Nuoc-Cha La Victory historical site, with an investment of more than 105 billion VND, has just been inaugurated in Ca Mau.

Deputy Director of the Department of Culture, Sports and Tourism of Ca Mau Nguyen Van Den assessed: "With the core spirit of "Solidarity - Culture - Humanity - Development", the movement has mobilized the strength of the entire political system and the enthusiastic response of the people, becoming an important catalyst, connecting the community and promoting comprehensive development".

The impressive results that Ca Mau has achieved after 25 years of implementing the Movement "All people unite to build a cultural life" are shown through telling numbers. Up to now, the whole province has 492,068/519,773 households recognized as "Cultural families", reaching a rate of 94.85%.

This number is not only a quantitative achievement but also reflects a profound change in the awareness and actions of each person in building a prosperous, happy and progressive family.

The movement "All people unite to build a cultural life" is integrated with new rural construction, spreading throughout the river delta areas of Ca Mau to make villages greener and cleaner.

Along with that, the solidarity core at the grassroots level has also been firmly consolidated with 1,201/1,395 cultural hamlets and quarters and nearly 1,700 agencies, units and enterprises meeting cultural standards. These communities and collectives have become solid "fortresses" in preserving and consolidating the spirit of solidarity and mutual assistance in the community, maintaining security and order, protecting the environment, promoting the spirit of mutual love and eliminating backward customs...

Phan Ngoc Hien Square has just been inaugurated to celebrate the Congress of Delegates of Ca Mau province for the 2025-2030 term, becoming a miniature "heart" of the central area of Ca Mau city.

Ca Mau province has also paid special attention to investment resources for culture. Funding for the movement's activities has increased significantly over the years, from 750 million VND (2001-2005) to 6.9 billion VND (2021-2025). The above figure shows the government's strong commitment to building a cultural foundation.

Thanks to that, the system of grassroots cultural institutions has been gradually completed. Currently, 60/64 communes and wards have Cultural - Sports Centers and 1,213/1,395 hamlets have Cultural Houses - Sports Areas, creating a space for people to live, exchange and enjoy culture.

Culture permeates, changing the face of life

According to Vice Chairman of the Vietnam Fatherland Front Committee of Ca Mau province Nguyen Van Khoi, the greatest success of the movement lies not only in the titles, but in the fact that cultural values have truly permeated all aspects of life, creating positive and sustainable changes.

In particular, the civilized lifestyle in weddings, funerals and festivals has made great progress. Weddings today are organized in a healthy, economical way, in accordance with national traditions. Funerals are also solemn but ensure simplicity, and bad customs such as scattering votive papers on the road have been significantly reduced. Traditional festivals are organized solemnly, joyfully, imbued with local cultural identity, contributing to enriching the spiritual life of the people.

The work of preserving and promoting cultural heritage is also a bright spot. The whole province of Ca Mau currently has 111 ranked relics, including 3 special national relics, becoming "red addresses" for traditional education for the younger generation. The art of Southern amateur music - an intangible cultural heritage of humanity - is given special attention by the province to preserve and widely teach through clubs and classes, ensuring the long-term vitality of this unique art form.

In particular, the movement has strongly aroused the spirit of solidarity and “mutual love”. Through campaigns such as “All people unite to build new rural areas and civilized urban areas”, the “For the Poor” Fund of the Fatherland Front at all levels has mobilized more than 950 billion VND, supporting the construction and repair of more than 890 houses of gratitude, helping thousands of poor households to rise up. People are willing to donate land, contribute to the construction of roads, schools, creating a spacious, clean and beautiful rural landscape...

The spiritual foundation of society

This is not only a movement but has become an important endogenous resource, becoming the spiritual foundation of society, creating new values for the southernmost land of the Fatherland - Comrade Pham Thanh Ngai affirmed.

Besides recognizing the achievements, the head of the Ca Mau provincial government also frankly pointed out the remaining limitations, such as the uneven development movement, degraded infrastructure in some places, and the awareness of preserving a civilized lifestyle is not really sustainable...

To improve the quality of the movement in the new period, the head of the Ca Mau provincial government requested that all levels of government in the province and relevant units continue to promote the achievements, replicate typical cultural models, and closely link the movement with other patriotic emulation campaigns, especially in building new rural areas and civilized urban areas.

Along with that, it is necessary to strongly innovate the working methods, enhance the role and responsibility of the Steering Committees at all levels. In particular, it is necessary to focus on promoting digital transformation in management, propaganda and movement implementation to suit the general development trend.

Next, it is necessary to determine the core goal of building a comprehensively developed Ca Mau people. We must focus on promoting good traditional cultural values, while selectively absorbing the quintessence of human culture to build a humane, affectionate, creative and civilized Ca Mau people.

Finally, it is necessary to concentrate investment resources and perfect the system of cultural and sports institutions from the province to the grassroots. It is necessary to promote socialization and mobilize the participation of the whole society to better meet the needs of people's daily life, training and creativity...

Although there are still difficulties and challenges ahead, over the 25 years of implementing the movement, Ca Mau has drawn many valuable lessons. That is the close leadership and direction of Party committees and authorities at all levels; the strength of synchronous coordination between departments, branches and organizations; and most importantly, the lesson of promoting people's mastery according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" has come into life. That is also the foundation for the above movement in Ca Mau to reap more success in the new period, turning culture into an endogenous strength, a driving force and goal for rapid and sustainable development, building Ca Mau to be increasingly rich, beautiful, modern and civilized...
