
In the third quarter of 2025, the growth rate of the province's service sector is estimated at about 16.57%, 0.25 percentage points lower than the plan. In the first 9 months, it reached about 15.18% compared to the same period in 2024, exceeding the plan by 0.83 percentage points, contributing 5.48 percentage points to growth; accounting for 37.27% of the province's GRDP.
In particular, for domestic trade, the province organized 6 fair/exhibition programs, Vietnamese goods week in the province, confirmed registration to organize trade fair/exhibition for 11 enterprises in localities in the province. Total retail sales of goods and consumer service revenue increased by 19.38% over the same period, exceeding the plan by 0.71%. Total retail sales of goods increased by 19.38%; wholesale revenue of goods increased by 24.52%.
Contributing to that result, market management work has also been actively implemented under the direction of the central government as well as the province. Most recently during the recent Mid-Autumn Festival, units in the entire Quang Ninh Market Management Department discovered and destroyed nearly 1,000 smuggled moon cakes of unknown origin, ensuring that children in the whole province had a safe and joyful Mid-Autumn Festival. In 9 months, the entire provincial force handled 712 violations, with a total fine of more than 25.6 billion VND.

In the final months of the year, along with economic activities being strongly promoted to ensure growth targets, many consumer stimulus solutions were deployed to "heat up" the market, the task of market control also posed urgent tasks.
In the border areas of the province, besides the bustling border trade activities, there are also risks of the appearance of fake goods, counterfeit goods, and goods of unknown origin. Especially for food products, if food safety is lost, it will directly affect the health of consumers. Along with the inspection and handling of violations, propaganda work is also an important task that the teams in charge of the area pay special attention to. Mr. Nguyen Van Thinh, Deputy Head of Market Management Team No. 8, said: The team continues to closely coordinate with the locality and functional agencies in the area to propagate to business households, small traders, especially the people to understand the regulations in commercial business activities. Along with that, we also strengthen the inspection and handling of violations, to use that as propaganda for everyone to understand and strictly implement the provisions of the law.

In areas with bustling commercial activities, inspection and control activities will also be strengthened. In order to strictly manage the area right from the grassroots, the Market Management force also proactively signed the Coordination Regulations in the fight against smuggling, trade fraud and counterfeit goods.
In early October, Market Management Team No. 5 and the People's Committees of wards and communes: Ha Long, Hong Gai, Bai Chay, Tuan Chau, Viet Hung, Cao Xanh, Ha Lam, Ha Tu, Hoanh Bo, Quang La, organized a conference to sign coordination regulations in the fight against smuggling, trade fraud and counterfeit goods.

Ms. Dinh Tuyet Nhung, Captain of Market Management Team No. 5, said: On the basis of unifying and clearly defining the scope of management responsibilities and operations of the Market Management force as well as the localities, through this coordination, the parties develop common plans and solutions in the fight against smuggling and trade fraud, contributing to protecting the rights of consumers, as well as businesses that produce and trade in accordance with the law, developing the investment, business and tourism environment. The parties actively exchange, share, provide information and documents, develop plans and organize inspections and controls of the area, in order to quickly detect, prevent and promptly handle violations in the prevention and fight against smuggling, trade fraud, counterfeit goods, poor quality goods, and goods that do not ensure food safety and hygiene.
From now until the end of the year, teams under the Provincial Market Management Department will proactively work and sign coordination regulations with local authorities in the assigned areas, with the goal of strictly controlling the market from the grassroots level, increasing the effectiveness of detecting, combating, and handling smuggling, trade fraud, counterfeit goods, poor quality goods, and goods that do not ensure food safety in the area; providing legal guidance combined with signing commitments for individuals and production and business organizations, in order to raise awareness, responsibility, and self-consciousness in complying with the law in production, trade, and service activities.
