The effectiveness of sending cadres to the grassroots

Leaders of Phu Tho Provincial People's Committee presented decisions on transferring provincial-level civil servants and public employees to work in communes.

After three months of operation, many cadres transferred from the province to the commune have gradually promoted their capacity and strengths, contributing to the overall achievements of each locality.

The day comrade Hoang Anh Nghia, Deputy Director of the Department of Ethnic Minorities and Religions of Phu Tho province (old) came to take up the position of Chairman of the People's Committee of Minh Dai commune (a mountainous commune of Phu Tho province) was also the day the two-level local government of the province was put into operation.

With the numerous difficulties of the new commune after the merger, the Chairman of the People's Committee always hopes to contribute knowledge and efforts to help Minh Dai catch up with the revolution of streamlining the apparatus and two-level local government. Chairman of the People's Committee of Minh Dai commune Hoang Anh Nghia said: Minh Dai commune was merged with My Thuan and Van Luong communes to form the new Minh Dai commune. The population of the commune is large and mainly ethnic minorities, the people's lives are still difficult and arduous.

Therefore, if Minh Dai wants to develop, it is necessary to focus on breakthroughs in agriculture , health care, education, etc. However, the immediate problem when operating a two-level local government is to overcome difficulties in terms of facilities, offices, accommodation for officials living far away, and electricity and telecommunications infrastructure, with the focus on human resource allocation at the Public Administration Service Center to ensure the best service to the people.

In less than a month, from an old stilt house, the commune has focused on repairing it into a spacious Public Administration Center with full equipment, best meeting the needs of the people. And after only two months of operation, the Public Administration Service Center of the commune has received and processed about 1,500 administrative procedure files. Realizing the need to contribute a small part of his effort to make the government run smoothly, comrade Nguyen Ha Phuong, born in 1977, currently working at the Department of Finance, voluntarily registered to work in Cam Khe commune.

Comrade Nguyen Ha Phuong said that he is always deeply aware that strengthening the team of civil servants and public employees from the provincial to the communal level is an urgent requirement to improve capacity, overcome difficulties in human resources, and contribute to ensuring that the grassroots government apparatus is operated smoothly and effectively. Therefore, he always tries his best, quickly approaches reality, and promotes responsibility to contribute to the locality to successfully complete assigned tasks. Chairman of the People's Committee of Cam Khe commune, Nguyen Huu Chi, said that after being transferred to the commune, Comrade Phuong was assigned work and continued to carry out the process to appoint Head of the Economic Department of the commune.

Although his working time is not long, comrade Phuong has demonstrated his professional capacity and dedication to his work, making effective contributions to the operation of the two-level local government of Cam Khe commune. In order to promptly enhance the capacity of the commune level, the Standing Committee of Phu Tho Provincial Party Committee issued Plan No. 25/KH-TU dated September 19, 2025 on strengthening, mobilizing, and seconding civil servants and public employees to work in communes and wards in the province, ensuring effectiveness and efficiency in the operation of the two-level local government.

Comrade Tran Viet Cuong, Director of the Department of Home Affairs of Phu Tho province, said that in order to overcome the situation of local surplus and shortage, especially in positions requiring specialized expertise at the commune and ward levels, the mobilization of civil servants and public employees is prioritized for communes and wards that are lacking in necessary and urgent areas so that the Party Committee and the commune-level government can effectively implement the operation of the two-level local government; in the mobilization and reinforcement, the province also considers the residential area to create conditions for civil servants and public employees to feel secure in their work, reduce travel time and increase work efficiency.

Implement properly, sufficiently and promptly incentive and reasonable support policies for civil servants and public employees transferred to work at the commune level, creating a favorable working environment to promote their trained capacity and professional qualifications. The province also requires localities to continue to review and evaluate the situation of cadres, civil servants, public employees and workers to develop plans for assignment, arrangement and placement, ensuring the right people, right jobs, right expertise, and skills, according to job position orientation; at the same time, as a basis for proposing the strengthening, mobilization and secondment of civil servants and public employees in accordance with the two-level local government model, ensuring continuous and uninterrupted service to people and businesses.
