Online conference to deploy the National Target Program on Drug Prevention and Control to 2030

(laichau.gov.vn) The conference was organized by the Ministry of Public Security this morning (October 9), in a combination of direct and online formats from the Government bridge to the People's Committee bridge at the provincial and commune levels in 34 provinces and centrally-run cities. Prime Minister Pham Minh Chinh chaired the conference.

Representatives of the People's Council, People's Committee, Fatherland Front and socio- political organizations, Head of Commune Police; Head of Residential Group, Head of Village, Head of Security and Order Protection Team at the grassroots level attended the Conference at the bridge points of communes and wards.

The national target program on drug prevention and control until 2030 has the general goal of promoting the combined strength of the political system and the entire population in drug prevention and control; focusing on grassroots areas; synchronously implementing solutions to reduce supply, reduce demand, and reduce harm; contributing to building a safe and healthy society, promoting socio -economic development.

The specific goal is to raise awareness of drug prevention and control in the whole society; maintain, expand and move towards drug-free communes, wards and special zones nationwide. Invest in equipment, apply science and technology, improve professional capacity for specialized forces in drug crime prevention and control to effectively combat and prevent drug crimes. Ensure facilities for addiction treatment, management of illegal drug users, drug addicts, post-treatment management; provide legal aid and advice in drug prevention and control.

The program sets out a number of targets such as: Striving to achieve at least 50% of communes, wards and special zones nationwide to be drug-free by 2030. 100% of locations organizing, not complying with illegal drug use, drug retailers and areas illegally growing plants containing drugs are detected and destroyed. Over 80% of units and officers and soldiers of the specialized force for drug crime prevention and control under the Border Guard and Coast Guard are equipped with weapons, support tools, modern technical means...

The program is implemented nationwide, ensuring consistency from the central to the grassroots level, while being suitable for the characteristics of each region. Beneficiaries include: Addicts, illegal drug users, drug rehabilitation, post-rehabilitation people and drug-related law violators eligible for legal aid; organizations and individuals participating in drug prevention and control; relevant agencies, units, businesses, organizations and individuals.

The Program implementation period is from 2025 to the end of 2030 and is specified into 09 major projects, ensuring coverage of all 3 areas: Supply reduction, demand reduction, and harm reduction.

At the Conference, delegates listened to a number of presentations such as: Key contents and solutions to effectively implement Project 6 "Strengthening medical response in drug prevention and control"; breakthrough solutions to improve the effectiveness of the fight against drug crimes at sea and in border areas; issues raised in the organization and implementation of Sub-project 4 under Project 7 "Improving the effectiveness of drug prevention and control propaganda for workers in industrial parks" and solutions...

Prime Minister Pham Minh Chinh delivered concluding remarks at the Conference.

Concluding the Conference, on behalf of the Government, Prime Minister Pham Minh Chinh commended the efforts and contributions; expressed gratitude for the dedication and sacrifices; and congratulated the outstanding achievements of the officers and soldiers of the People's Public Security Forces, relevant forces, all levels, sectors and the People in preventing and combating drug crimes in recent times. These results have made important contributions to the development achievements and ensuring social order and safety of the country.

At the same time, the Prime Minister requested Party committees, authorities, and political systems at all levels, especially at the grassroots level, to base on their functions, tasks, and powers to organize, lead, and direct drug prevention and control work early, from afar, and from the grassroots. Ministries, branches, and localities continue to review, revise, supplement, and perfect the system of relevant legal documents, creating a complete and synchronous legal basis for drug prevention and control work. Focus on promoting communication and widespread dissemination of the Program's objectives to all levels, branches, and classes of people to change and transform awareness, and determine the role of each subject in effectively implementing the Program; strengthen inspection, supervision, and evaluation of the progress and effectiveness of the Program's implementation. Strengthen international cooperation, especially with countries sharing borders and countries with economic potential and experience in drug prevention and control work...
