In his opening speech at the Conference, General Secretary To Lam stated the core requirements in personnel selection: qualities - capacity - prestige - integrity - efficiency; dare to think, dare to do, dare to take responsibility for the interests of the nation - people; close to the people, respect the people, for the people; In the current new revolutionary period, great attention is paid to the factors of "Virtue - Strength - Talent". Absolutely do not let those who seek positions, power, opportunities, or factions into the Central Executive Committee.
Regarding the personnel of the Central Inspection Commission , according to the General Secretary, it is necessary to select and introduce comrades who are courageous, impartial, knowledgeable about the law, proficient in their profession, "clear as a mirror, sharp as a sword", and truly a precious sword to maintain Party discipline.
The Party Central Committee highly agreed with the Politburo 's preparations for the 14th Congress's personnel work; focused on discussing and carefully considering the recommended personnel based on the criteria, conditions, structure, and number stated in the Party's 14th Congress's Personnel Work Directions and related regulations; agreed to introduce personnel for the 14th Party Central Committee (official members and alternate members; re-elected and first-time participants) and personnel for the 14th Central Inspection Commission (re-elected and first-time participants) to present to the 14th Party Congress.
Three strategic breakthroughs: Institutions - infrastructure - human resources in new conditions

Documents submitted to the 14th National Congress of the Party include: Draft Political Report (based on the integration of 3 Reports, including Political Report, Socio-Economic Report, Summary Report on Party building and implementation of the Party Charter); Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter.
The draft documents of the 14th National Congress have been carefully prepared, updated, revised and supplemented many times. The Central Committee continues to give opinions to further perfect the draft documents, focusing on 5 contents, including: Affirming the key role of Party building and rectification work, continuing to innovate the Party's leadership methods, improving the Party's governing capacity and fighting strength; Party building "is morality, is civilization" as Uncle Ho taught; work to prevent corruption, waste, negativity, fight against individualism, group interests, ideological, moral and lifestyle degradation.
Issues such as theories on innovation policies; streamlining the state apparatus; improving the efficiency of local government operations at two levels; decentralization; environmental protection; strengthening national defense, security, foreign affairs, and international integration are regular and important tasks; solving the issues of State - Market - Society; Culture - People; education, training; health... are also appropriately designed in the content of the Documents.
Establish a new growth model with science, technology, innovation, and digital transformation as the main driving force, identifying this as the central content of the country's development model; continue to perfect the model of a socialist-oriented market economy, under the leadership of the Party and with State management; more clearly define the leading role of the State economy; consider private economic development as the most important driving force of the economy.

Closing the 13th Central Conference, General Secretary To Lam spoke, highlighting the importance of continuing to supplement and perfect the content of the documents to be concise and profound, demonstrating strategic vision, affirming 3 strategic breakthroughs in new conditions (institutions - infrastructure - human resources), clarifying digital transformation - green transformation, regional connectivity - smart cities, focusing on marine economy, cultural economy; it is important to quantify targets and clarify the implementation roadmap.
Thoroughly grasp three focuses - three public - one measure

Overall, the country's socio-economic picture in 2025 is dominated by bright colors. Socio-economic indicators in the first 9 months are better than the same period in 2024 in most areas. GDP growth rate in 2025 is forecast to reach 8.1 - 8.5%. The two-level local government model generally operates smoothly; public services continue to be improved in the direction of focusing on people and businesses.
The development space after the national master plan is supporting and resonating with each other; the regional economy is taking shape more clearly, transforming into new competitive advantages. The seven strategic resolutions issued by the Politburo in the past year have been paving the way for practical and solid steps.
At the 13th Central Conference, the Party Central Committee pointed out a number of difficulties and limitations in the socio-economic situation; analyzed and clarified the causes and lessons learned.
2026 is the first year of the new term, which is very important for implementing the Resolution of the 14th National Party Congress. The target to be achieved is very high, especially economic growth must reach over 10%, GDP per capita must reach 5,400 - 5,500 USD, CPI growth rate must be about 4.5%. According to the General Secretary, this is a mandatory requirement, but also a very difficult problem. This 13th Central Conference discussed frankly, scientifically and reached high consensus on many important policies and decisions. It is possible to summarize 4 main results.
Specifically, including: The Party Central Committee approved the documents submitted to the 14th Party Congress; agreed to introduce personnel for the 14th Party Central Committee and the Central Inspection Committee; gave opinions on the time, content, program, working regulations, and election regulations of the 14th Congress with the motto of ensuring compliance with the charter, innovation, science, efficiency, and practicality. In particular, the content of the documents is designed to be concise, substantive, and clearly oriented towards institutional-infrastructure-human resources breakthroughs, digital and green transformation, regional connectivity, and developing the country in the direction of autonomy and sustainability.
Along with that, the Central Executive Committee approved the conclusion on the Report on the implementation of the 2025 socio-economic plan; determined to complete the remaining targets of the 2021-2025 Five-Year Plan; prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance-budget in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.
The Central Committee has also clearly identified institutional bottlenecks that need to be removed within its authority; agreed on a mechanism for periodic monitoring - inspection - evaluation, publicized the responsibilities of leaders, and encouraged those who dare to think and act for the common good.
The Party Central Committee agreed on major orientations and methods for organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past time; established the operating principle "Discipline comes first - Resources go together - Results are the measure".
The spirit throughout the Conference is to take results as the measure, take people as the center, take discipline as the foundation, take innovation as the driving force. Through frank, democratic and responsible discussions, the Central Executive Committee agreed on 9 major orientations.
General Secretary To Lam emphasized that to turn major policies into concrete results, we need to act resolutely, transparently, and consistently; at the same time, he proposed thoroughly implementing three focuses - three publicities - one measurement.
Three focuses include: Quickly institutionalizing resolutions and conclusions of the Party Central Committee, Politburo, and Secretariat; vigorously organizing implementation according to weekly, monthly, and quarterly schedules; regularly inspecting and supervising, promptly removing obstacles. Three publicities: Publicizing progress, publicizing responsibilities, and publicizing results so that society can monitor and accompany together. One measure: People's living standards and trust. Specifically, better public services, wider job and business opportunities, less time and procedural costs; a more peaceful society, more prosperous and happier people.
