Close coordination of 'three houses' promotes socio-economic development

Within the framework of the 2nd Vietnam Forum on International Trade (VFIT), on October 10, Foreign Trade University organized the launching ceremony of the Vietnam International Trade Report 2025, reflecting a comprehensive picture of new growth drivers for Vietnam's international trade in the era of development.

The event is an opportunity for the report compilation team to introduce to scientists , experts, representatives of state management agencies, businesses, news agencies, newspapers and domestic and foreign organizations the core contents, containing scientific and practical arguments about the new growth drivers of Vietnam's international trade.

Speaking at the event, Associate Professor Dr. Pham Thu Huong, President of Foreign Trade University, said that the Vietnam International Trade Report 2025 was developed with the goal of identifying and analyzing in depth four new cross-layered growth drivers - originating from global trends but realized and coordinated at the national and enterprise levels. The report consists of five chapters, built with a tight structure and strategic vision.

The introduction provides an overview of new growth drivers and emphasizes the role of coordination between the enabling State, central enterprises and the Connected University - three pillars that create Vietnam's integration capacity.

The next four chapters analyze in depth the core drivers for Vietnam’s international trade in the era of growth, including: new-generation free trade agreements, digital trade, sustainable trade and global value chains. Each content is approached from an innovative perspective, aiming to clarify the path for Vietnam to move up in global value chains and affirm its position in modern international trade.

The report also presents a comprehensive, synchronous and multi-layered action strategy, calling for close coordination between the State - Enterprises - Universities to transform external drivers into endogenous advantages, helping Vietnam break through and affirm its position as a high-value link in international trade in the new era.

In the presentation of the report, Associate Professor Dr. Dao Ngoc Tien, Vice Rector of Foreign Trade University, analyzed the role of the "three houses". In which, the State has the role of creating modern institutions, stabilizing policies and leading integration strategies, removing institutional bottlenecks and creating a clear legal environment. Enterprises are the center of business model innovation, investing in technology and governance. Enterprises will need to invest in localization and technology to increase endogenous value. Universities have the role of connecting knowledge provision, R&D and training high-quality human resources, and at the same time need to improve the quality of labor resources to meet the requirements of high-end global value chains.

In the context of the global shift towards greening, digitalization and restructuring of supply chains, the Vietnam International Trade Report 2025 provides a new, comprehensive and in-depth perspective on Vietnam's international trade development journey. This is the result of serious academic cooperation, the companionship of the expert community, management agencies and businesses, and is also a testament to the pioneering role of the Foreign Trade University in connecting knowledge and policies for the country's development.
