Opening the Festival, Chairman of Gia Tran Commune People's Committee Dinh Van Phung emphasized that the National Digital Learning Festival is a meaningful activity to promote the spirit of lifelong learning, promote comprehensive digital transformation; at the same time, launch a 45-day peak campaign to build a model of "Grassroots Digital Citizens", associated with the movement "Digital Education for All". This is not only an opportunity to raise awareness, arouse the spirit of self-study and lifelong learning among the people, but also a practical activity in response to National Digital Transformation Day (October 10) - the day the whole country is moving towards the goal of "Digital data - a new resource for development". Thereby continuing to promote the movement of learning and using digital technology extensively among education managers, teachers, staff, students and all classes of people; convey the message "Strongly apply digital technology to regular learning, lifelong learning, towards universalizing digital skills, skills to ensure safety and network security at a basic level for people".

Appreciating the initiative and creativity of Gia Tran commune, Deputy Director of the Department of Science and Technology of Ninh Binh province, Ta Quang Phuong, affirmed that organizing the National Digital Learning Festival and launching the 45-day peak campaign to implement the "Grassroots Digital Citizen" model is a good way, a creative model, demonstrating the innovative thinking of the Party Committee and the commune government. Choosing the theme "National Digital Learning" shows that Gia Tran commune has correctly identified the focus of digital transformation as starting from people, taking people as the center, the subject and goal of development.

Mr. Ta Quang Phuong assessed that after more than 3 months of officially operating the 2-level local government model, Gia Tran commune has made remarkable progress in digital transformation and building a digital government. Gia Tran is always in the top of communes and wards in the province that have performed well in the indicators of providing online public services, developing digital infrastructure, and digital citizens. These initial results affirm the right direction of the commune, showing the rapid adaptation of both the political system and the people.

In order for the National Digital Learning Festival and the 45-day peak campaign to achieve the best results, Mr. Ta Quang Phuong suggested that the Party Committee and the Gia Tran Commune government continue to pay close attention to leadership and direction, creating all favorable conditions for the movement to be deployed widely, effectively and substantially; regularly inspect, urge, promptly commend collectives and individuals who do well, and have solutions to support areas with difficulties. Political-social organizations, villages and hamlets actively propagate and mobilize union members, association members and people to enthusiastically respond. Each cadre, party member, union member and association member must be a pioneer and exemplary person in learning and applying digital skills, thereby spreading to the family and community.
