Overcoming overlapping in activities of the Vietnam Fatherland Front and socio-political organizations

On the afternoon of October 1, the Central Organizing Committee held an online conference to contribute opinions on the Draft Project to amend and supplement Regulation No. 212-QD/TW, dated December 30, 2019 of the Secretariat on the functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels.

Member of the Party Central Committee, Deputy Head of the Central Organizing Committee Nguyen Quang Duong chaired the conference.

Chairing the conference at the Hanoi Party Committee bridge was Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee Nguyen Thi Tuyen. Also attending was Member of the Party Standing Committee, Head of the Party Committee's Organization Committee Vu Duc Bao.

Ensuring the structure of cadres, civil servants and public employees

After 5 years of implementation, it has been shown that, basically, most of the contents of Regulation No. 212-QD/TW of the Secretariat are still consistent with current practice. The contents of Regulation No. 212-QD/TW are generally consistent with the regulations, guidelines, and Charters of the Vietnam Fatherland Front and socio-political organizations; ensuring organizational and operational principles that are easy to understand and implement, basically clearly defining the functions, tasks, and organizational structure of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels.

This is an important basis for implementing the arrangement and streamlining of the apparatus organization, improving the effectiveness and efficiency of the operations of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels, associated with streamlining the payroll and restructuring the staff and civil servants in the spirit of the resolutions of the 6th Conference of the 12th Central Committee.

Regulation No. 212-QD/TW has specifically and detailedly regulated the functions, tasks, organizational structure of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels; overcome the duplication and overlap in performing functions and tasks; clearly stipulate the number of deputies based on the organization's staffing criteria, thereby ensuring a suitable structure of cadres, civil servants, public employees and workers. The work of disseminating, implementing and concretizing Regulation No. 212-QD/TW has been paid attention to and seriously implemented effectively by Party committees, Party organizations, agencies, units and localities.

Ensure implementation without overlap or duplication

Based on the results achieved, at the Conference, participating in giving comments on the Draft Project to amend and supplement Regulation No. 212-QD/TW, the delegates basically agreed that the Draft Project has fully inherited the principled and appropriate contents in the Regulation. At the same time, they agreed with the content and structure of the Draft Project and the proposed contents to be supplemented and amended, including: scope and subjects of regulation (Article 1); organizational principles (Article 2); functions, tasks, organizational structure, etc.

The revised and supplemented contents will continue to concretize the new principles, viewpoints and policies of the Central Committee on unified management of organizational apparatus, staffing and related contents in the Central Committee's documents issued from the 13th Congress to present, ensuring the comprehensiveness, synchronization and unity among the Party's documents, in accordance with the practical situation.

Speaking at the Conference, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen said that the Standing Committee of the Hanoi Party Committee determined that the implementation of Regulation No. 212-QD/TW of the Secretariat on functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front and socio-political organizations at the provincial and district levels is a key and important task in reviewing, arranging, and perfecting functions and tasks; arranging and perfecting organizational structure and operating mechanisms, associated with the arrangement of cadres, civil servants, and employees according to job positions, ensuring quality, streamlining, and efficiency at agencies and units.

Based on a comprehensive assessment of the review results of localities, agencies and units, on June 19, 2020, the Standing Committee of the City Party Committee issued Project No. 32-DA/TU on rearranging the organizational structure and staffing of the specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations of Hanoi City according to Regulation No. 212-QD/TW, dated December 30, 2019 of the Secretariat; unified implementation throughout the Party Committee from July 1, 2020.

During the 5 years of implementing the Regulation, the basic principles of organization, functions, tasks, powers, and working relationships of agencies and units have been reviewed, supplemented, and completed, ensuring no overlap, duplication, or omission of functions and tasks. The organization and staffing of units have been arranged and perfected in a streamlined, scientific manner, meeting the requirements of the tasks. Strictly implement the regulations on the principles of establishing affiliated focal points, the number of full-time deputy leaders, the number of departments, offices, establishment, dissolution, and determination of the number of civil servants for Hanoi City.

The performance results of the Vietnam Fatherland Front Committee and socio-political organizations of the city in the recent past have basically met the requirements, contributing to the city's political system in performing well the assigned political tasks.

To further improve the quality and efficiency of the activities of the Vietnam Fatherland Front Committee and socio-political organizations of the city, the Hanoi Party Committee proposed that the Central Committee consider and assign additional staff to the Party and mass organizations of the city to properly implement the target of streamlining 5% of civil servants and 10% of public employees according to the Conclusion of the Politburo.

At the same time, assign additional staffing to the public service units of the City or delegate authority to the Standing Committee of the City Party Committee to review and adjust staffing between the Party, mass organizations and the City government within the total staffing assigned by the Central Government.

In addition, it is also proposed that the Central Organizing Committee coordinate with the Party Delegation of the Vietnam General Confederation of Labor to provide specific guidance on the allocation of staff to local unions, especially for local industry unions. In reality, based on the number of staff assigned by the Central Committee, the Standing Committee of the City Party Committee only assigns staff to the specialized agency of the City Labor Federation, and there is no more staff to assign to the 9 industry unions of the City.

With a strong decentralization viewpoint with many new, breakthrough regulations stipulated in the Capital Law No. 39/2024/QH15, the Hanoi Party Committee hopes that the Central Organizing Committee will pay more attention to the proposals and recommendations on Party building organization of the Vietnam Fatherland Front Committee and socio-political organizations of the city in particular and the Party building organization of the city in general, advising on specific mechanisms to create breakthroughs and outstanding development, worthy of the role and position as the capital of the whole country.

Speaking at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong emphasized that the contents of Regulation No. 212-QD/TW are basically consistent with the Party's regulations and guidelines, the Charter of the Vietnam Fatherland Front and socio-political organizations; ensuring organizational and operational principles, overcoming duplication and overlap.

Therefore, the draft regulation amending and supplementing Regulation No. 212-QD/TW basically inherits all the principled and relevant contents. The amended and supplemented contents are based on the theoretical and practical basis with high consensus and agreement from localities, aiming to concretize the new principles, viewpoints and policies of the Central Committee on unifying the organizational apparatus, staffing and related contents in the Central Committee's documents issued from the 13th Congress to present.

Thereby, ensuring the synchronization and unity between Party documents, streamlining the apparatus, improving the effectiveness and efficiency of specialized agencies at the provincial and district levels, associated with streamlining the payroll, restructuring the staff and civil servants in the spirit of the Resolutions of the 6th Conference of the 12th Central Committee. Based on the comments collected at the Conference, the Central Organizing Committee will synthesize, edit and submit to the Secretariat for consideration and decision.
