On the afternoon of October 1, the Central Organizing Committee held an online conference to contribute ideas to the draft Project to amend and supplement Regulation No. 212-QD/TW, dated December 30, 2019 of the Secretariat on the functions, tasks, organizational structure, and staffing of specialized agencies of the Fatherland Front Committee and socio-political organizations at the provincial and district levels. Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference. Attending the conference at the Quang Ninh province bridge were comrades: Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Bui Thuy Phuong, Head of the Provincial Party Committee's Organizing Committee.

Regulation No. 212-QD/TW specifically and in detail stipulates the functions, tasks, organizational structure of specialized agencies of the Vietnam Fatherland Front Committee and socio-political organizations at the provincial and district levels; overcomes duplication and overlap in performing functions and tasks; clearly stipulates the number of deputies based on the organization's staffing criteria, thereby ensuring a suitable structure of cadres, civil servants, public employees and workers.
Participating in giving comments and adding to the draft Project to amend and supplement Regulation No. 212, the delegates all agreed that the draft project has fully inherited the principled contents and is still suitable in the present. At the same time, they agreed with the content and structure of the draft Project and the proposed contents to be supplemented and amended, including: Scope and subjects of regulation (Article 1); organizational principles (Article 2); functions, tasks, organizational structure, etc.

Speaking at the conference, Comrade Bui Thuy Phuong, Head of the Provincial Party Committee's Organization Committee, proposed that at Point 2, Clause 3, Article 2 of the draft regulations on organizational principles, the total number of full-time deputy leaders of the Fatherland Front Committee and socio-political organizations at the district level should not exceed 6 people; localities that are implementing the model of Head of the Mass Mobilization Committee, who is also Chairman of the Fatherland Front at the district level, should not exceed 7 people to suit the actual situation of some localities. In addition, it is necessary to supplement regulations on the organizational structure of affiliated public service units in socio-political organizations or issue separate instructions on the functions, tasks, and organizational structure of these public service units.
Based on the comments collected at the conference, the Central Organizing Committee will synthesize, edit, and submit to the Secretariat for consideration and decision.
