Difficulties from the beginning of the production season

In Hong Linh village (Can Loc commune), considered the largest vegetable seed "barn" in the province, farmers often proactively produce early to supply tens of millions of vegetable seedlings to the market each season. However, after the two recent storms, many areas of vegetable seeds were damaged, forcing people to replant.

Mr. Nguyen Van Thanh - a vegetable seedling producer in Hong Linh village shared: "The storm and strong winds have destroyed the entire cover and completely damaged the seedlings. Now, I am producing in my home garden, and the concentrated area has to wait for the soil to dry before starting again."

After the natural disaster, many greenhouse systems serving the production of high-quality vegetables, tubers, and flowers in the province were severely damaged. This damage not only disrupted the planting progress but also directly affected the winter crop production plan this year because this is where high-quality products with high commodity value are supplied to the market.

Mr. Dang Van Luan - Director of Binh Minh Cooperative (Tran Phu Ward) said: "Determined to do high-tech agriculture , we invested billions of VND to build modern infrastructure with more than 1,400m2 of greenhouses. The two recent storms with their terrible destructive power, the Cooperative suffered the most severe consequences ever. This winter crop, the Cooperative is having a lot of difficulty restoring the infrastructure and ensuring operations in the coming time. We also hope to have more support policies and create conditions from the authorities at all levels so that farmers affected by natural disasters can continue to revive production."

According to information from the provincial Department of Crop Production and Livestock, due to the impact of storms and floods, localities are currently unable to carry out mass production of the winter crop, and are only focusing on land preparation, improving planting areas, and preparing materials, etc. in areas less affected by flooding.

Mr. Phan Van Huan - Head of the Crop Production Department, Ha Tinh Crop Production and Livestock Sub-Department said: “In the 2025 winter crop, the whole province will be affected by storms and tropical depressions causing floods at the beginning of the crop with a higher frequency than in previous years; meanwhile, severe cold at the end of the crop will also have an adverse impact on production. Storms No. 5, No. 6, No. 10 have also damaged many production infrastructures (net houses, greenhouses...) and affected income, reducing people's investment capacity for the winter crop. In addition, pests and diseases are at risk of arising and causing damage. Therefore, based on the crop time frame, growth period of varieties, based on the practical conditions of each locality and weather developments, communes and wards need to arrange reasonable planting times, ensuring safe, "sure-fire" and effective production.”

Proactive solutions to ensure winter crop production

To cope with the difficulties right from the beginning of the season, localities have proactively adjusted the crop schedule and implemented measures to support farmers in restoring production. In Toan Luu commune, the government held a meeting with key villages and cooperatives to review the damage and develop a realistic winter crop production plan.

Mr. Tran Ba ​​Hoanh - Vice Chairman of Toan Luu Commune People's Committee said: "Currently, the whole commune has more than 80 greenhouse models for growing vegetables and flowers in the winter crop. Along with proposing policies to support seeds and agricultural materials, the commune also encourages people to continue to overcome difficulties, cultivate and create a stable source of income. The government is proposing support policies to help people stabilize production soon; continue to introduce some new types of flowers for trial planting, diversify local products, and meet market demand."

Households producing with greenhouse systems have begun dismantling to rebuild the iron frames, preparing to resume winter crop production.

At this time, producers in Thanh Sen ward are urgently repairing the infrastructure system to prepare for the winter crop. Mr. Vo Ta Tuong - a member of Thach Quy Vegetable and Fruit Cooperative (Thanh Sen ward) shared: "My family produces more than 300m² of vegetables with economic value. If the weather is favorable, in about 15 days we will focus on planting Japanese sweet cabbage, spinach, Chinese cabbage, jute and lettuce. Market demand is large, vegetable prices are high, so we hope to be in time for the season to have more income, to recover some of the damage after the recent storms."

Considering the winter crop as the main crop to ensure food sources for livestock and economic development for farmers, the communes of Ha Linh, Huong Xuan, Huong Pho, Huong Son, Son Tien, etc. also focus on implementing production instructions from the beginning of the crop. In particular, for corn production, the communes have flexibly arranged the sowing season to avoid storms and rains, striving to finish harvesting before January 15-20, 2026 to ensure the production season of peanuts and corn in the spring crop of 2026; late winter - early spring corn is arranged in low-lying areas where spring peanuts are not sown.

At the conference to deploy the 2025 winter crop production project, Mr. Nguyen Thanh Hai - Deputy Director of the Department of Agriculture and Environment said: “Determining the winter crop as the main production crop, playing an important role in ensuring food sources for livestock and increasing income for people, localities need to arrange reasonable crop schedules, suitable to the conditions of each region and each type of crop; focus on converting to crops with commodity value, promoting crop rotation, intensive farming, and increasing the number of crops.

Along with that, we will strengthen the application of technical advances to increase the value per unit area; build new production models in the direction of introducing new crops with economic value, improving efficiency per unit area of ​​cultivation and encouraging links with businesses to ensure product output. The agricultural sector will also continue to advise on support policies on seeds, materials, infrastructure, etc. due to the impact of natural disasters, creating conditions for people to restore production.

With the proactive and flexible direction of authorities at all levels and the determination of the people, Ha Tinh is striving to overcome challenges after natural disasters, ensuring safety and efficiency, contributing to stabilizing the supply of agricultural products and increasing farmers' income in the 2025 winter crop.
