Nearly 4,400 defective traffic signs have been repaired.

Nationwide, there are nearly 7,000 inadequate traffic signs, nearly 4,400 of which have been processed, while the number of inadequate signs that have not been processed is nearly 2,600.


Thousands of signs and traffic lights have problems

The Vietnam Road Administration has just reported to the Ministry of Construction on the results of a general review and resolution of shortcomings in the traffic sign and light system.

Accordingly, as of March 25, the results of the review from 50 localities and 4 road management areas showed that the entire road network has more than 5,200 traffic light intersection clusters. Of which, more than 3,400 clusters have been handed over to the traffic police. Through the review, 586 clusters of lights with problems were discovered, nearly 140 clusters have been resolved, and 447 clusters are still being resolved.

Regarding the causes of traffic light problems, the Vietnam Road Administration said that due to the impact of sun, rain, wind, storms and other weather factors, the green and red signals operate erratically and unstably; the power supply system is damaged, including damaged electrical cabinets, damaged components or old batteries, leading to weak traffic light signals; the location of traffic light poles is unreasonable and obscured...

Regarding the road sign system, the Vietnam Road Administration said that in addition to the 25 localities that have not yet submitted reports, through review, the whole country has nearly 7,000 inadequate signs across the entire network. Of these, more than 4,386 inadequate signs have been processed, while nearly 2,600 signs have not been processed.

The Department of Roads assessed that the remaining road signs are due to the new QCVN41:2024 standard on road signs taking effect from January 1, 2025, which has caused problems because the road signs previously installed on roads according to the old standards are no longer suitable and need to be replaced.

Some signs are installed in inappropriate locations and need to be moved to suitable locations. In addition, many locations have installed enough signs on poles, but due to increased traffic volume, it is difficult for drivers to observe. Therefore, these signs need to be placed on gantry frames or booms for easier observation.

In many places, signs have been used for a long time and have become faded and have reduced reflectivity. They need to be repaired to improve visibility. Signs are obscured by trees and obstacles; some locations have placed additional signs with a lot of information, making it difficult for road users to read the information on the additional signs.

Signs of new investment projects and road repairs after January 1, 2025 must follow new standards.

Based on the existing problems and shortcomings in the traffic light system and road signs, the Department of Roads requests the Department of Construction and People's Committees at all levels to urgently complete the work of fixing, repairing and renovating the traffic light intersections that are still inadequate; urgently and completely resolve the task of handing over the task of operating, exploiting and using the traffic light system to the traffic police force.

Current signs with content and meaning that differ from the new standards must be replaced and adjusted immediately to ensure safe, smooth and unified traffic. Signs that have not been installed in construction investment projects and road repair projects until January 1, 2025 and have not been constructed must be adjusted to comply with the new standards.

For road signs installed on roads before the effective date of the standards, which have symbols, signs, sizes, colors, and borders that are not completely consistent with the new standards but do not cause misunderstanding or misinterpretation of the meaning of use compared to the new standards, they must be replaced before August 20, 2030.

Regarding resources to handle traffic sign problems, the Vietnam Road Administration said: The source of implementation is in the budget of road repair projects, in road maintenance and repair and other sources, including road toll collection from PPP investment projects, roads invested in, built and exploited by the Expressway Investment and Development Corporation (VEC).

The road management agency is responsible for using the above resources to fix the work of cleaning and washing the surface of signs, re-gluing the reflective surface, and repairing damaged signs. For roads with public investment projects, PPP projects, and other road construction projects, the investor is responsible for organizing the full installation of road signs and road traffic safety works according to regulations.

"After a comprehensive review and implementation of adjustment and replacement solutions, the traffic infrastructure will ensure technical standards, and the traffic signs and instructions system will be clear and transparent, helping traffic participants to easily see and understand," the Vietnam Road Administration requested.
