The working group is tasked with grasping the people's situation and public opinion on Party Congresses at all levels; at the same time, organizing to collect opinions and synthesize comments from cadres, party members and people on the draft documents to be submitted to the 14th National Party Congress.

In recent times, the Son La Provincial Party Committee has comprehensively led and directed the preparation and successful organization of Party Congresses at all levels for the 2025-2030 term; implemented the collection of comments on draft documents of the 14th National Party Congress through many channels, ensuring democracy and substance. From October 15 to November 15, the province continued to organize extensive collection of comments among cadres, party members and people.

The working delegation was led by Comrade Trieu Tai Vinh, Deputy Head of the Central Propaganda and Mass Mobilization Commission, member of the Steering Committee.

The results of the consultation showed that cadres, party members and people of Son La expressed their trust and expectations in the development orientations set out in the Congress documents; highly appreciated the arrangement and streamlining of the apparatus organization, and the improvement of the effectiveness and efficiency of state management.

In practice, Son La still has some difficulties that need to be resolved, such as: limited facilities and telecommunications infrastructure in some communes; surplus and shortage of local staff; inadequate activities of the Commune-level Communication-Cultural Center.

Public opinion on the implementation of the Central Committee's breakthrough resolutions is basically positive, demonstrating people's trust and expectations in the Party's guidelines.

People in Son La hope that major policies will continue to be materialized through practical programs and projects, creating favorable conditions for production development and life.

Son La has paid attention to the implementation of Directive No. 47-CT/TW on strengthening the Party's leadership over public opinion work, contributing to enhancing the responsibility of Party committees and authorities at all levels in proactively grasping and orienting public opinion, and consolidating people's trust in the Party's leadership.

At the working session, Son La leaders proposed that the Central Government consider issuing specific mechanisms and policies on finance, infrastructure, and human resources for the Northern Midlands and Mountains region; prioritizing investment in science and technology, innovation, digital transformation, infrastructure development, and human resources associated with climate change adaptation.

Son La province also proposed to speed up the progress of Moc Chau-Son La- Dien Bien expressway and Na San airport; allocate funds for Project 666 on stabilizing hydropower population; have a public housing policy for rotating officials and soon issue specific regulations on the team of social opinion collaborators.

Comrade Lo Minh Hung, Standing Deputy Secretary of the Son La Provincial Party Committee, expressed his wish to continue receiving guidance and support from the Central Government so that Son La can successfully complete the goals of the Resolution of the 16th Provincial Party Congress, effectively operate the 2-level government model, and best serve the people and businesses.

In his concluding remarks, comrade Trieu Tai Vinh acknowledged and highly appreciated the results of the work of grasping the people's situation and public opinion on Party congresses at all levels in Son La.

He suggested that Son La province focus on resolving urgent issues of the people right at the grassroots level, effectively implementing the decentralization and delegation mechanism; continuing to streamline the apparatus, promoting the capacity of cadres and civil servants, and improving management and operation efficiency.

Comrade Trieu Tai Vinh emphasized that Son La needs to strengthen the work of grasping public opinion before, during and after Party Congresses at all levels, promote positive information propaganda, do a good job of orienting public opinion, and create unity and consensus in society.

Previously, the working delegation surveyed Ngoc Chien commune, listened to reports on the organization of the Commune Party Congress, the situation of people in ethnic minority communities, the implementation of the 2-level government model and grasped public opinion through social networks...

Comrade Trieu Tai Vinh highly appreciated the efforts of Ngoc Chien commune, and asked the commune to continue to effectively grasp public opinion, promptly reflect difficulties and problems to propose appropriate adjustments to suit reality.
