Prosecution of Director of T&D 86 Company Limited in the case of 3 workers who died while building a hydroelectric tunnel

Regarding the case of 3 workers who died, after prosecuting and temporarily detaining the commander of the construction site, today, July 18, the Investigation Police Agency (IPA) of Lai Chau Provincial Police continued to issue a decision to prosecute and arrest the Chairman of the Board of Directors - Director of the construction company of the Nam Cuoi 1 Hydropower Project.

Specifically, the Investigation Police Agency prosecuted and temporarily detained Mr. Doan Trong Dat (born in 1986, residing in Group 15, Tan Phong Ward, Lai Chau City, Lai Chau Province), Chairman of the Board of Directors - Director of T&D 86 Company Limited (the construction unit of the Nam Cuoi 1 Hydropower Project in Nam Nhun District, Lai Chau Province) for the act of "Violating regulations on labor safety".

The Investigation Police Agency read the decision to prosecute and the order to temporarily detain the accused Doan Trong Dat, July 18.

During the investigation into the case that occurred on July 11 at the Nam Cuoi 1 hydropower project's water tunnel construction site, killing three workers, the Investigation Police Agency determined that in February 2023, Nam Cuoi 1 Hydropower Joint Stock Company signed a contract to construct the tunnel excavation and temporary reinforcement of the tunnel at Nam Cuoi 1 hydropower plant, worth 26.6 billion VND with T&D 86 Company Limited.

During the construction process from February 2023 to present, Doan Trong Dat has not researched regulations on ensuring labor safety in underground construction; has not organized labor safety training for workers according to regulations; has not organized inspection and monitoring of air volume in the tunnel before allowing workers to work; has not provided adequate labor protection equipment for workers...

The Investigation Police Agency has prosecuted Mr. Doan Trong Dat.

On July 9 (before the incident of 3 workers dying), at the same tunnel construction site, a worker was suffocated by gas and had to be taken to the emergency room, but Dat did not direct the construction site commander to stop all activities in the tunnel area; did not check safety conditions, did not take steps to check the air quality in the tunnel... leading to the incident on July 10 when 3 workers entered the tunnel to work and died from suffocation.

On the same day, the Lai Chau Provincial People's Procuracy approved the above decisions and orders. The Office of the Investigation Police Agency of Lai Chau Provincial Police organized the implementation in accordance with regulations.
